Climate change isn't only an environmental issue instead it has become a major economic challenge in today's world.
Floods , heat waves and droughts are causing billions of dollars damage every year.

• It increases crops failures , reduces food production and increase food prices.
• Governments ought to spend more on renovation and rebuilding roads , bridges and public services.
• Businesses may close partially or permanently after disasters.

My question is that " Should governments invest more in disaster prevention rather than disaster recovery ?

The disaster we're talking about is natural disasters, I think the only way government could help fully invest is in disaster recovery, because there is no way he will be able to prevent the occurrence of natural disasters. Flooding, earthquake, wildfire, landslide, drought, and tsunami  they're not preventable but manageable for the occurrence, God forbid. Natural disasters can have great effects on our lives especially now that the government is not taking any preventive measures about the the issue of insecurities. People are so heartless now to the extent that they will make use of other people's tragedy to fund their lives, when some people are experienced one of these major natural disasters, others will use that opportunity to steal from them.

There are some disasters that can not be prevented. Examples are Hurricane, earthquake, volcano eruption and tornado. Some like tsunami can be prevented to get to the land, but it will require huge amount of money that the country can not afford to prevent it in a way it is not preventable. Flooding can be prevented, but not all the time.

But, yes, government should still try possible means natural disaster effect will be minimised or not happening at all, but some are beyond their power.

Like you mentioned here, there are some natural disasters that can not be prevented, instead it is easier for government to recover losses whenever it happens.
Natural disasters should be handled with care, and make sure it is done without any form of being biased.
In my own country, we do experience natural disaster, and the commonest one is flooding. When flood comes, lives, and properties are claimed, and farm lands are being distroyed which further leads to hunger, and adversity.
I believe natural disaster like flooding can be controlled, and government can do this creating more water channels, and damns that can help to store water, and distribute it accordingly.

It is necessary for government to intervain when there is natural disaster, because when properties like buildings are being distroyed, the poor ones can be rendered homeless for so long, and when crops are also distroyed, recovering from these damages can take a long period of time, but when government intervain, food can be provided for the affected victims, and even homes can be provided by government in the case of damage of buildings.

With the varying climates that occur in many countries, there are certainly many factors that can lead to economic downturns. Natural disasters are always present, such as in my area. Sometimes, even during the rainy season, crops fail because crops can be washed away by floods, ultimately leading to crop failure. And during the dry season, many crops die, ultimately causing the farmers' economy to collapse. The bottom line is that dealing with this is very difficult, especially in areas with abundant rainfall, it will certainly be an even greater challenge. However, for those who are not farmers, such as those working in government, the challenges may not be too difficult as long as they carry out their duties well.

In my opinion, some disasters can be prevented, while others cannot. Therefore, the most important thing is that the government must do everything it can to ensure the prosperity of its people.

Yes, governments should invest more in disaster prevention. Especially in regions or communities prone to climate disasters, this would ensure the preservation of life and properties, reduces economic loses and is more cost effective. while not all disasters can be prevented, preparing for them goes a long way also.

some of these disasters can be prevented, flooding for example with drainage systems in place which could help channel water into water bodies. And the steady decline of our ozone layer due to manufacturing under low or no safety precautions at all by companies and other Ozone depleting substances ODSs could be regulated too to avoid climate disasters.

Government should really prioritize prevention. I would argue that every dollar govt invest in resilient infrastructure and early warning system will save a few dollars in post-disaster recovery cost. Recovery is very expensive and it can rarely restore what has been lost. On other hand prevention will protect your productivity. It will also reduce financial burden on the government in \ long run. And most importantly it will save our lives.

But it is not enough to be limited to either prevention or recovery. Because you cannot prevent all disaster even if you want to. So it is important to have an effective recovery capacity. But the current trend is that govt spends huge amount repeatedly on reconstruction without investing enough in resilience for long time. But this is not at all reasonable. Government should see climate adaptation as a forward-looking infrastructure investment that has measurable return.

I also think government should judge investments based on the specific risks they face. A country that experiences frequent flood may gain more from drainage system and flood control infrastructures while another they face drought may benefit more from irrigation and water storage.

Prevention is not just about avoiding damage, it also reduce uncertainty. Businesses are more willing to invest when they know that critical infrastructure is resilient and less likely to fail during extreme weather. That confidence alone can have long term economic benefit that are often overlooked when people compare prevention cost with recovery spending.

They destroy cropland and create food crisis in the country.Floods and tidal waves destroy roads, break dirt roads and destroy the asphalt and cement infrastructure on paved roads.These natural disasters cause billions of taka in damage to our country every year. However if the government wants to protect us from floods, it should build dams in low-lying areas so that cropland cannot be submerged. Strong dams should be built so that roads cannot be damaged in floods. Rivers should be dredged to create enough space for water to flow so that excess water cannot cause floods. Rather than recovering after a natural disaster,it is necessary to take preventive measures so that natural disasters do not cause damage. Climate change is good but rapid change is not good. Heat waves and droughts do not happen very often in my state. But only once in my life have I experienced a massive heat wave, which lasted about 2 months. But several divisions in my state are inundated with flood water every year. This disaster kills many people, livestock, which is very painful. About 500k - 900k usd per year in these disaster-prone areas used as relief.

However, due to floods this year, the education sector has suffered a lot. Because higher degree exams were going on. Examinations were postponed in many areas and many students became physically ill due to stinking manhole water. The main cause of this problem is low pressure weather and the opening of water dams in neighboring states.

In my personal opinion, the government should be more concerned with disaster prevention because prevention is always better than cure or recovery after a disaster. When the government is more involved in disaster prevention, there will certainly be changes in crop yields and other citizen business outcomes because the circulation of money in the surrounding community becomes smoother due to the reduction in crop failures. So in this case, it is clear that disaster prevention is much better than post-disaster recovery, even though both also cost a lot of money because disaster prevention also requires a special flow of funds from the government.

Well it is a duty of a government to invest in disaster prevention rather then after disaster because prevention is cheaper then the damage. As in the disaster people lose life which is precious the money comes back but life won't. I have seen in many countries that after disaster the government start building the damaged roads or buildings etcetera but if some percent of that money invested before disaster like a proper drainage system to overcome flooding or to prevent heat waves plant more trees  to reduce the temperatures in cities or any other disaster it's damage will be reduced. Because due to global warming in the coming years we will see a huge disasters in majority of the countries.

I think it would be best for the government to take pre-disaster measures, especially those that can be dealt with at will. One of these is flood control, river erosion prevention, etc.
The government of a country can deal with all these disasters by building dams on rivers and maintaining the river banks.
But in most cases, it is seen that the government thinks about what measures can be taken after the disaster without preparing for the disaster. We must remember that a disaster can cause a lot of damage, including the loss of life of many animals. Therefore, the government should be careful so that past disasters do not have a major impact and pay more attention to pre-disaster issues.
We have had cases where too much rain causes for instance for a dam to overflood which brings us to the fact that most natural disasters come out of control, so pre-disaster measures most often  only offer little help.  I think any government would do better when they response promptly to early warning signals and acting on findings or reports on previous disasters. Economic activities are grounded during disasters that is one way they affect the economy and another is the destruction and loss that comes with it.
