As simple as that "prevention is better than cure". As much as the government go on investing in disaster recovery, they also have to begin to put up measures for total prevent. Maintaining a better climate means so much not limited to food availability but also good health which is wealth. Disease outbreaks affects economic in diverse ways, so keeping the climate healthy will affect good human health, animals and plants which are all needed for life to continue to exist.

I agree that prevention is better than cure. But natural disasters are a completely different matter. How can we prevent storms, earthquakes, or volcanic eruptions? The same applies to climate change. How can we stop it when we continue to extract minerals, burn fossil fuels, and test weapons to serve our own ambitions?

When it comes to natural disasters, our focus should be on investing in early warning system, resilient infrastructure and effective disaster response capabilities.

Climate disaster could come in a form of an epidemic and this always affect both plant and animals and this will directly have an implication on the economy of the affected regions, there will be shortage in food productivity because of the nature of the epidemic and that is why whenever there is a particular change in climate, it affect s the weather condition of a particular region and this mostly has a huge impact on the agricultural production and other human activities that depends on weather condition.

Climate change is good but rapid change is not good. Heat waves and droughts do not happen very often in my state. But only once in my life have I experienced a massive heat wave, which lasted about 2 months. But several divisions in my state are inundated with flood water every year. This disaster kills many people, livestock, which is very painful. About 500k - 900k usd per year in these disaster-prone areas used as relief.

Imagine how much was being spent handling the climate issues that you mentioned, now imagine that amounts being used to better the economy and that's how climate change affect the economy. Money that can be used for others things can go into preventing other disasters and this affects the economy, some country are suffering very well from this and it is destroying their development. Climate change is a big issue affecting the global economy and that is why anything that you can do to reduce the rate of climate pollution should be done as this helps everyone including yourself.

My question is that " Should governments invest more in disaster prevention rather than disaster recovery ?
Doing nothing would cost a government more money should a disaster happen, that is why contingency plans are a must have to help protect it's people from maximum damage.. disaster prevention measures will help prepare people on how to go about the calamity without any panic, and will definitely save human life from being lost.

As of Disasters affecting the economy, well if infrastructure is destroyed it means the wheels of the economy come to a stand still, you can't tax people who are in need of help, revenue streams all pause for several months and the government will be more on the spending side than revenue collection.

Climate change isn't only an environmental issue instead it has become a major economic challenge in today's world.
Floods , heat waves and droughts are causing billions of dollars damage every year.

• It increases crops failures , reduces food production and increase food prices.
• Governments ought to spend more on renovation and rebuilding roads , bridges and public services.
• Businesses may close partially or permanently after disasters.

My question is that " Should governments invest more in disaster prevention rather than disaster recovery ?

Climate change can have both positive, and negative impact on our crops, for instance when rainfall is moderate, it helps the crops to grow very well, and increases productivity, but severe rainfall causes flooding which can distroy already planted crops, and thereby make farmers to harvest their crops prematurely which can reduce prices of food items at the initial stage of the flood since everyone is harvesting their crops at the same time, but food items increases in price later after the flooding.
Flooding is actually very bad because it causes lots of damages. Crops, and farm animals can be affected, and even the economy as well, more especially the type of flood that comes as a natural disaster.

I agree, there's a need for assessment for what specific development they need on each specific area that needs disaster help and resiliency. I think there's one of the greatest flood control infra in Japan where the height of the underground that serves as catch basin of water and its ceiling is so high. That's just one of the many flood control infra that they have that I've seen.
A country must have to be aware of the problems they are facing first and create a solution that matches it and not just blindly plan developments or assume the same solution will solve every problem. Japan has really been impressive with how they've handle the flood issues, it wasn't easy building such massive underground to divert the flood but building it was the best thing and i would also say it is one of the greatest flood control infrastructure I know.
Exactly, they know the problems that they have been dealing with for the past years. And so the solution must be appropriate because corruption is also rampant in these projects depending on how it's made and who implements it. While Japan is a perfect example for these kinds of disaster risk reduction and flood control projects. I think that other countries who are experiencing these massive problems need to follow suit. I haven't been on the actual project of Japan but it's one of many as they said, would love to see and go there someday because I've seen tourists went on that underground flood control project.

Climate disasters don't just affect the environment, they hit people's pockets too. When floods or droughts destroy crops, food prices shoot up. When roads and bridges get damaged, governments have to spend huge amounts to fix them. Businesses suffer, jobs are lost and recovery takes years. Prevention is always a cheaper option in the long run. Building better drainage systems, reinforcing infrastructure and planning ahead can save billions and protect lives. But most governments only act after disaster strikes. That kind of approach needs to change if we want to reduce the damage in our environment.
