Until the youths stop dreaming and face up to what has been the limitations, there will be no difference. Nobody is born without goals and ambitions, the problem is that those dreams are limited by people who are supposed to create opportunities for dreams to be accomplished.

It is very difficult to break through certain barriers, the increase in effort, the more it produces nothing in the end. Every economic limitation you mentioned can be resolved by the government.

I like to emphasize on smartness, because I have seen many people who are book smart but not street smart, and they have struggled the most in these countries with poor economies because to make it at times you require more than just being book smart.

Being street smart, which is essential to surviving economically in countries with poor economies, involves knowing how to network properly with others, because information you need to make money is likely with another individual.

You know one thing the government normally used to intimidate the youths is the use of military and armed forces whenever the youths converge to make a statement, but then if the youths can be courageous enough to stand up and confront situations in a civil manner even the military guys that will be deployed will see reasons with them. I've just been going through the news lately and as an African, I felt bad with some of the happenings I see on the news. if you read through the news in BBC and CNN, you understand that thousands of Moroccans youths, In their tens of thousands are invading Spain just to seek for greener pasture.

But in all of this news do you know what came to my mind, if this number of youths are ready to risk their life and pass through the sea just to get across to Europe, why then don't you stand up and take a stand against your government and use that same energy in fighting for what you want. There is a whole lot of truth in what you have said. The economy doesn’t remove personal responsibility and poor financial decision can make a difficult situation even worse. At the same time I do not think we should ignore how a weak  economy narrow people’s options. When stable jobs, affordable education and access to credit are limited, it becomes much harder for young people to make good lasting decision.
So personally I will say it is a combination of the economic condition and individual choice.

It's just unfortunate that the government of most countries are only interested in generating revenues from the income of their people instead of creating wealth development schemes that can help the citizens live a better life. Almost everyone is left to suffer and make life easier for themselves without any help from the government who takes taxes with the idea that they want to use it to develop the country but still there is always no creativity. The focus in the developing countries to combat economic lapses should be education. If the government focus more on detailing the educational system to prioritize modern innovation and economics of earning, there would be economic growth, because the educational system isn't just to cram and write but teaches them how to think and earn for themselves without reliance on the government.

Hiring managers do not outweigh ATS, they go through people's resume manually, if you know of the strict SLAs admin officers give HR managers, it warns against abandoning applicant's resumes unread. The only difference is that they can't continue reading other resumes when the right candidate has been found, which people interpret as ATS scanning their resume out.

Is it not funny how all the listed problems are entirely tied to one single thing, and that's literally terrible leadership/government.
You made mention of high unemployment rate, which is literally a subset of inflation and high cost of living. We often find a lot of companies attempting to cut cost while also trying to maximize profits. They try to employ smaller staffs/workers while also offering to pay penny. The cost of running a business is greatly affected while taxes also makes it a bit unbearable for business owners.

If the government decides to take it upon themselves to do the needful, we won't find too many countries having these issues.... We won't have too many cases of illegal migration just for the sake of searching for a greener pasture. A terrible society unarguably limits the people, and that's one thing we need to be truthful about.

Minus the harsh economy, the most noticeable thing I have observed about the my environment and even the world is the ever increasing competition, especially amongst the youth. Unlike the previous generations, we see that with increased population, results to an increase competition for resources and ever increase in qualification portfolio to survive. That is why we see people with alot of skills and degree, end up with the barest minimum and that is my greatest pain.
