I seriously don’t know how you think this can be a solution to what we might perceive as a gambling addiction problem or some mitigation for gambling losses.

One thing you must know is that, gamblers are very demanding and the fact that, you can’t place a limit or quota on how much a gambler has or makes and what they are willing to lose in gambling puts the casino in a position where they can’t make such calls.
