Whether a country will develop or not depends on its institutions. But corrupt and narrow minded leadership spends the money from wealth on maintaining or wasting their power instead of investing in the country's education, health or infrastructure, which is why many countries remain poor despite having abundant mineral resources. Not everyone gets the opportunity. When corruption is like this, many people become destitute in a few years, just like it happens to short sighted people. Mineral resources are good for the development of a country,  but I don't think it's the most important. I think the most important thing to develop a country is the management.  Management is very important in developing a country and it does not matter how much natural resources the country have got.  I think a lot of the underdeveloped countries lack good management and also have corrupt leaders that really don't care about making the country better, but rather are more interested in enriching themselves. Africa is one continent that has a lot of natural resources,  but they are still the poorest continent or the most underdeveloped continent,  that's not because they can't be developed, but the people in power are very bad in management and are only interested in enriching themselves,  so that's why the continent remains underdeveloped.

It is quite true and agreeable that the natural resources cannot make a country economically strong and successful. It all depends on how the resources are being used for development and for the benefit of the people. It is also true that a country can have all the Natural resources, but they still have to struggle because of the corruption, poor budgeting and mismanagement, so their revenues get lost. Those resources will not translate into better living standards and infrastructure. The comparison of Morocco and Nigeria is good. Morocco has shown that the country does not need all these reserves to be developed and has strong infrastructure to attract tourists,  good planning,  investment in different sectors, tourism and transport. That can create value for them without having all the resources, but how effectively it is converting its existing to long term national development.

Nigeria is underdeveloped today because of bad government that has been right from time and it keep getting worse as new government emerges, so the reason while Nigeria is still backward is because of corrupt governance.

Nigeria has what it takes to make the country developed and look better. And in the end, as soon as those nations abandoned those principles, they felt in decadence. Resources create opportunities, but prosperity is not created by itself. If a country does not have proper accountability strong institutions and they also do not have responsible readership then if they are rich they still remain poor because a small number of people is getting benefit from the wealth and remaining have to suffer. Environment is damaged when people start treating public resources as their personal property and corruption takes over.
The problem is not about the people who are too focused on getting money. But the problem is pursuing wealth without having any responsibility and without having any concern for others. A country with a good economy needs both good institutions and economic resources to prosper. People's lives become better when the laws of compatibility and honesty are taken seriously. Then material work has better chances of giving benefits to the citizens rather than only becoming a source of inequality among them

Funny enough, there are many countries that have few or no minerals that are among the top developed countries in the world. Countries like Japan have few mineral resources, but they do import mineral materials. Even Switzerland, Singapore, and many other countries fit this description. Mineral resources are not really necessary for the development of a country, but development can be achieved if the leadership of the country understands how things work.

Those countries that have minerals, even if they did not have them, would still become developed countries. In fact, those countries that have mineral resources but are still not developed have already proven that development is not about having these resources; it is about the mindset to work.

Talking about nations that are blessed with mineral resources yet they still suffer and others with same mineral resources don't suffer, it is just base on leadership, when the resources is properly managed then there will not be issuea like This. Your question is very important. I don't think that resources are the main reasons .The main reason is how states manage and uses its resources. For example in Democratic Republic of Congo as it's very rich in natural resources but it's extremely struggling and has weak institutions but on the other hand Botswana is very rich in diamond resources and has stronger institutions and it is progressing so stronger institutional system is more important.
