I doubt the funds is lost. The casino platform has to either request a top up or they can try to request an address for a refund. If they don't do this, it is theft to me and such a platform should get a negative review or should be reported via the appropriate channels.
A newbie can make a mistake that can easily be forgiven, but when it is an old user then there can be penalties for contravene of the TOS or be forgiven too just to satisfy the customer and make them more committed to using the platform for longer as a better preference than others.
I am not saying for sure that he will not get his money back. The amount less than the minimum deposit amount is very insignificant so if possible then they will definitely return that money because they will not ruin their reputation for such an amount of money. Newbies can certainly make mistakes but if they make a mistake that there is no chance to correct then they will have to take responsibility for it themselves.
