Many if these things you mentioned are things you are meant to do even in a functional government society, these are just what is expected of your especially the not leaving your trash around, you can use a bin and set it out where it would be taken away to be disposed.
Honestly I don't understand what you think a functional government looks like, for sure it does not take away our social responsibilities so yes that will still be there for us.

A country will only appear developed and clean if the public and the government work together.For instance the government has introduced measures for public welfare and cleanliness such as providing dustbins and waste collection teams that regularly clear trash from the streets and dispose of it properly.If filth and garbage still persist in the streets despite these efforts the fault does not lie with the government.You are absolutely right we must fulfill our own social responsibilities.If the government is providing a facility you should make the most of it rather than letting frustration lead to failure.After all the efforts of just one party wont suffice positive results can only be achieved if both sides work hard and show determination.

There is no doubt that you can easily contribute to communities by giving to charity and through social responsibilities but I think we should not confuse the voluntary support that they provide with the responsibilities of the government. Indeed, citizens are already contributing to the government to their taxes and in the return they have a legitimate expectations that government is going to provide them public surfaces including healthcare, road, sanitation  security and other basic infrinfrastructure is part of responsibility of the government toward the people. Citizens can still help when there is an immediate problem exists and when their little contribution can make huge difference. Furthermore, we, the citizens, are allowed to do community service, but it is not mandatory. Community service is for people who love to give back to society. We have our own role to play as citizens in the. Always waiting on the government to handle some of the little issues you mentioned. Like, throwing dirts into a drainage. We as people or citizens needs to stop doing that to avoid flooded roads. Like the saying goes "Cleanliness is next to Godliness".

But I'll still say we need the government in issues like this. For tgis to workout the government need to set laws, cause when there is law and there's provision of bin for dirt collection everywhere. If the government is not taking responsibility to do the right things and to be strict with the laws, citizens will do things in the way they like. If you can repair potholes fine, as long as it won't be a problem to you and you can afford to do it, I consider doing good thing not because I'm doing it for anybody, I do it for the fact that it is the right thing, and some thing I know that I can do, even though you've little, you can agree with people despite how small it is, it is just that we are in a time when people take advantage of others, but nothing should prevent us from doing good.

There are some things you can do as citizens without even waiting for the government, but it's not a must. Checking on the elderly in your neighbourhood is a good one, but when it comes to amenities, it's the responsibility of the government to provide for the citizens because if we do most of the things, the money they took for such projects will go to their personal use. Even though we don't do most of these things, they still embezzle money and talk more about doing what is supposed to be the government's responsibility. We can only do what we can by cleaning our surroundings, neighbourhood, and community at large; helping when we have to give of our will; and not doing it because we're supposed to.

No one is disputing the fact that the government has an obligated responsibility of ensuring that the citizens are talking care of but while waiting for them we could actually help ourselves and which the op is talking about nothing more, you will agree with me that the government never responds as quickly as it can matter but for our own good, it is very crucial that we help ourselves in a place where we can. For instance filling potholes in your street can reduce accidents and as well give you a better condition of the road for usage, you don't know how long it will take the government to come to your rescue, am not backing the government for not taking responsibility when it should. But for your good, do what you can to help yourself and those around you.

If we are to function socially, we should not leave all the work to the government, but we also have to do some personal responsibilities and do all those important tasks, even if they are small. If we are to live in a society, it is our responsibility as citizens to do small and important tasks, such as repairing the broken road on the way to school. If there is a broken road in the middle of the road, it is our moral responsibility to raise a red flag and signal danger. If a tree is broken in the middle of the road while going to some place, it is our responsibility to remove that tree. If an electric wire is torn, there is a high possibility of an accident from there, so in that case it is our moral responsibility to inform the electricity authority. There are many such small tasks that cannot be left to the government alone in society, but in this case, we as citizens have to do all these tasks.

Keep the street clear from trash and check the other people is good but it is not going to help the country to grow in any way and people want their government to provide for themlike create job opportunities, create the corrupt free system and collect fair tax rare and as individual we can't so many things that is why we formed something called government and paying taxes for it.

In a working system you do not need to pick up trashes when there are provisions for it to be taken care of by the appropriate authorities in the country already. I totally understand the concept of citizens contributing to their communities, but I don't really think that we should normalize it for citizens to do things that the government is supposed to do and they are already paid to handle those problems.  Government budgets are created for roads, drainage, security, and other public services and the money for these budgets was actually paid by the public through tax and the rest.

So, I don't see why ordinary people that is already struggling to make a living, should be the ones who need to contribute more towards the major infrastructure, I think at this point it is fair to ask what happened to the resources that were meant to build these particular projects.  While citizens can indeed help their communities, but that shouldn't be a normal thing for citizens to take over the government duty.

There are some things you can do as a responsible citizen but somethings are not making any sense. Yes you can do charity help the less privileged people around us, we can help your neighbours who are old and alone, be a mediator in any dispute but somethings like working on roads or drain holes are things that are responsibility of concerned government department. In this time of inflation, where everyone is struggling with finances and are working to meet both ends there is less possibility of such maintenance work by a common man. It is totally government responsibility to look at these matters because such work requires extensive manpower and money.

If the laws are neither fair nor just then it is the duty of all citizens to remove the government and change the laws to fair and just ones for all citizens. Apart from this citizens can pay "fair" taxes and expect reasonable infrastructure and services and expect government to not squander their taxes on shit they don't want and never asked for.
