Quoting from the article. “The same technology that can help us detect fraud, identify unusual activity, improve compliance, and make regulatory processes more efficient can also be used to make fraud more sophisticated and harder to detect,” she said. “The challenge, therefore, is not to resist technology. It is to ensure that our regulatory frameworks evolve alongside it.” Why do I feel like the improvement is only on the gambling companies' side? Sure, it's also to avoid malicious intent like money laundering and fraud. But what I really like to hear from them is how they can integrate AI to trace online gambling casinos and applications that are manipulating the house edge and the provability of the games. I stopped playing online casinos that is regulated and licensed by the government (PAGCOR), and that's because I have seen and experienced how unfair the games are. I know it's not just the slot providers, but I believe those companies are also manipulating the system. I have never heard of any steps that PAGCOR takes to check whether these big online casino companies are really using a fair system. If AI can also be the solution to that, then they might hear some support from the gamblers.

It is to ensure that our regulatory frameworks evolve alongside it.” This is generally the case with scientific advances. Research on nuclear fission led to both the atomic bomb and nuclear medicine. Why do I feel like the improvement is only on the gambling companies' side? Sure, it's also to avoid malicious intent like money laundering and fraud. But what I really like to hear from them is how they can integrate AI to trace online gambling casinos and applications that are manipulating the house edge and the provability of the games.
In general, they have more resources to invest in AI than gamblers do. And no matter how much AI a gambler uses, they won't be able to beat the house. Casinos don't need to manipulate the house edge to make a ton of profits; simply by ensuring there's traffic and preventing fraud, they're money-making machines.

But as far as land base casinos goes, maybe try to filter those who are registering to them to see if they are really submitting real data. I remember that during the flood control corruption hearing by our government, some of those involved gamblers and then washed their dirty money on some big casinos like Okada. But this engineers used different or fictitious names.

Well from a gambler's perspective, if this is implemented correctly can help resolve issues faster, Ai can map the gambler's complaint with transaction records along with operators response and give PACQOR a clear insight into what transpired, and resolutions are made in a short time.
It can also help in combating underage gambling since it can work closely with identity verification systems and easily detect any attempt to present false claims to bypass age restrictions by underage gamblers.
It can also promote more transparent gaming as operators would be constantly audited by the system which would bring more confidence to the gamblers that licensed casinos are safe to engage.
Finally, it can provide protection against scams, fraudulent and unlicensed operators by identifying them faster and raising alarm, furthermore it can help them track suspicious websites, casino accounts and funds movements that imitates laundering patterns and initiate investigations timely.

AI can be used to do all these. If you mean not can but should AI be used for all these things? Definitely, yes. Or you mean it is a means AI will replace human jobs? AI can not completely replace human job. It will not be a surprise for me if AI continue to evolve and there is increase in human job employment.

If Casinos and other gambling service providers are using artificial intelligence for their operations, Regulatory bodies could also enjoy the same benefit. AI can analyse data faster than other tools. It can identify suspicious transactions more effectively. Let me use a practical example with AI content-generating tools and AI detectors. You need AI-powered detectors to identify AI-generated content. Criminals are using AI to carry out their activities. Law enforcement agencies would have to use other AI tools to identify and counter these threats.

What they are planning is right, they need to adopt whatever is latest now, otherwise they will be left behind. If AI can make their job easier and more effective, then they should invest in it. AI is not a stranger anymore, many businesses are already using it, so it's also time for regulators to adopt it.
The main goal of regulating casinos is to ensure player protection, and AI can definitely help with that as long as it is implemented properly. It can help regulators monitor suspicious activities, identify possible problem gambling behavior, and make enforcement more efficient, but of course human judgment should still be there when making important decisions.

Jessa Fernandez said that AI can help in detecting fraud, identifying unusual activity, improving compliance, and making regulatory processes more efficient. That's all what is needed. Thinking that the same technology can be used to "make fraud more sophisticated" is not that unreasonable, but first of all we should welcome the technology that can be effectively used for those things you mentioned above.

Till date, there are still a lot of errors that comes with AI and you cant afford to ban my account just because you are depending on an AI for the dictating if my account is suspicious or not. Ai can provide a fast way of getting things done but it limitation is still a major concern as to why it can not be used in certain areas. fake casino are fund of sponsoring fake reviews that speaks only positive about them even when does giving those reviews are not active users of the platform. those can be areas that AI can help deal with.

Did they mention what the AI is going to use? ChatGPT, Claude, or something? If they are going to use a 3rd party, it seems like it's too risky for our privacy and might lead to data leaks. I am sure they are going to use AI for KYC too. Unless they develop an AI locally, like from informatics or from AMA universities.

And since the body is not just focused on and handling gambling/gaming regulations alone, but also handles the operation of most land-based casinos, I think there are many places for them to put AI to work. It’s only normal for every institution to adopt it, since the same tool can be used to manipulate their system to some extent, training it and given it the right command can also reduce their work stress and produce more effective result especially with identifying and handling illegal gambling sites or the once’s trying to play smart with them.

There was no mention of that in the article, and I don't think any government would simply use OpenAI for something this sensitive because it could create serious privacy and national security concerns. Most likely, they would build or commission their own system, and that is probably why we are talking about a big budget here, possibly millions. If the government approves that kind of project, then hopefully the budget will be handled properly and transparently. With the corruption concerns we already have in the Philippines, people will naturally question where that money goes and whether the project is really worth the cost.

AI is capable of detecting suspicious account transactions faster than human, it can also detect other problems on a gambling platform, they don't get lazy or tired like humans does, that's a big difference.

What I think is that, they would be using it to check how profile are being connected to each others in terms of those who may seems to be abusing their platform bonuses or ref bonus as well. Well I am no longer surprised to see that AI has gotten to this extent and if I believed there are other more things which are found more interesting on for AI to execute them. Nowadays we see how many people build things on their own without even hiring the specialist for that field but through the help of AI you see people executing things on their own without hiring the right person for the task. We would get to the point that we do not human for every activity we may need human attention instead AI could be the one to handle those tasks.

When it comes to casino and government regulatory agencies interests in terms of innovations like imputing AI into their systems it is always for their own benefits which leaves the gamblers on their own most of the time because the only control that gamblers have in a casino are their our bankrolls. Government wants effective ways to detect money laundering through casinos very fast and casinos wants to detect irregularities from gamblers very fast too which are very good. I just hope that there will also be AI that will detect very fast for a government if a casino is not fair to their gamblers, that would be very nice and fair to us.

Gamblers wants a casino that won't scam them or cheat them in terms of being unfair with the games outcome, and what I think PAGCOR wants to do is to use AI to help them in detecting any sophisticated process that some non reputable casinos might have been using to cheat players. If they are actually doing this so that player will be protected and also for the casinos to abide by their jurisdiction policy, then it will be beneficial on the side of players. This is good, If PAGCOR will use the AI technology to detect the cheating that some of the casinos have been using to steal from customer instead of just using the AI to their own benefits alone, which make sure that the casinos meet up with all their requirements.
It can be two ways thing, they want to use the AI just for their benefit, to make sure that casinos operates in full compliance, or they want to use it to help protect players from scam and cheating.

They did not really explain yet what specific tasks they want AI to handle, but if they are already considering it, I guess they see some real use for it in regulation. So what I am curious is how this would actually work from a gambler's point of view. Should AI be used to detect suspicious accounts/transactions, monitor possible problem gambling, or check if licensed platforms are following the rules properly? https://www.pagcor.ph/headlines/pagcor-says-regulatory-framework-must-evolve-with-ai.htmlHow big they can talk when in fact there are still rampant unlicensed casinos being shared online by these so-called influencers and afaik there hasn't been huge personalities that getting fines over it. I think they just make it appear good publicly that they are into innovation but there are other concerns they should focus so that our countrymen wouldn't fall on illegal sites. I think they overestimate AI when in fact these regulatory frameworks would still work the traditional way.

They should do whatever is necessary, but hopefully it won't give users another headache through false positives, like accounts being tagged for malicious activity even when they did nothing wrong. AI can still make mistakes, so there should always be proper review before taking action against a player.
I also hope the AI is not simply designed to be anti-gambler. It should protect gamblers as much as it protects casinos, especially from abusive platforms that might bend their own rules just to avoid paying legitimate winnings.

So what I am curious is how this would actually work from a gambler's point of view. Based on what @danherbias07 said, he has experienced some manipulation in house edge with some casinos licensed and regulated by PAGCOR. He already said what he expects them to do with the use of AI. I don't remember using a casino licensed by the Philippine gambling authority, that's why I have not experience the kind of manipulation that danherbias07 mentioned but from a gamblers point of view, I will expect them to use AI to extinguish all the corrupt practices that the casinos they licensed have been doing.
