Did they mention what the AI is going to use? ChatGPT, Claude, or something?

If they are going to use a 3rd party, it seems like it's too risky for our privacy and might lead to data leaks. I am sure they are going to use AI for KYC too.
Unless they develop an AI locally, like from informatics or from AMA universities.

PAGCOR has not announced implementation of any specific AI based player monitoring system.

They have primarily indicated that AI could be utilized for task such as fraud detection, identifying unusual activity, ensuring compliance, streamlining regulatory process etc. At the same time AI could also be used to make fraud more sophisticated.

Another point to consider is that some of these function are not entirely new to PAGCOR.
Their existing AML framework already include provision for monitoring customer transaction and conducting enhanced due diligence when necessary. There is also mechanism to report suspicious transaction. Recently they also issued guidance regarding AML risk assessment in casino sector and red flag associated with corruption linked casino abuse.

There they go again. For all we know, this new system could end up creating another mess.

I still remember when Bitcointalk was tagged as a gambling site and added to a block list. That was already a simple classification issue, yet they still got it wrong. So how can people immediately trust a much more sophisticated AI system if even basic filtering can produce mistakes?

What also worries people is the budget side. Once a new system is proposed, especially one involving AI, the cost can easily become huge. That is why there should be full transparency on how the budget is spent, because without that, people will naturally suspect that the project is being pushed not only for its purpose, but also because someone wants access to a bigger budget.

They clearly stated that they need to be dynamic in addressing issues, so using AI is just one of the tools to move forward with the many problems facing the gambling industry.

Since PACGOR is a regulator, I, of course, really like its work in detecting suspicious activity on accounts, and that’s a clear advantage. This is the safest way for them to use AI.
But if AI starts monitoring players and tracking their activity - for example, if someone is playing for days on end and starts taking out loans - then it becomes a matter of navigating moral boundaries. Because no organization should monitor a person, since their behavior is their private matter.
However, checking the rules of licensed platforms is the best thing that can happen directly for the players, because casinos physically cannot track every transaction, but with the help of AI, they can.

Well, in that case it's already outside the gambling industry. If they want to monitor something, they should just stick with casinos. Loans are already outside PAGCOR's scope, and if we're talking about banks or financial institutions, that's under a different regulator. That's no longer PAGCOR's job, it would be more under the BSP or the central bank.

What they can directly check are only the casinos under their regulation, because they can easily require licensed casinos to install some kind of monitoring system. But those casinos that are not getting a PAGCOR license, especially overseas casinos, are already outside their control.

What they can do is monitor those sites and coordinate with telcos to block access, but even that is not really foolproof because VPNs are always available. So they can make access harder, but completely stopping people from reaching those sites is almost impossible.

Logically, an ordinary gambler who doesn't break the law should see no changes. But we all know there are always some mistakes, and some gamblers will suffer unfairly.
If gamblers will unfairly judge they can always complain.

I think the interest of if PAGCOR is geared towards the regulation of online gaming in Philippines, considering the level of illegal activities going on in our gaming or gambling sector, bringing such initiative is very worthwhile. The use of this AI technology will assist in the monitoring of some of these gambling companies ensuring they are properly regulated, and licensed before they can be able to operate. In many countries where this kind of initiative is not at work, many unregulated gambling or gaming activities happens there, and putting gamers at risk. Well depending on how things goes this might be to a gambler's advantage, but if it gets out of hand it could cause a huge disadvantage to players.Basically, I'd like to bring up the fact that every gambler wants a game of fairness because most times you make an analysis of a game and it ends up losing, or because the game is one of luck If you lose, you might not even know whether the games were cheated or not,or whether you as a gambler are even playing against real people and not automated bots. So if PAGCOR uses AI to check and observe payouts regularly, and as well remove fake accounts it would make the games more fair to players...But then peradventure an error occurs, and a gambler won a big amount of money only for his account to be randomly locked .though we can bring up different possibilities of what might have caused it, still if the error was caused by the AI ,because we all know AI isn't as perfect as it looks, I think they will certainly need people who can handle such so that innocent folks won't get dragged into suspicion because of an error.That's all.....

I doubt that it will be successful if they make it as a mandatory thing to all local casinos. The implementations would be hard for them and it could pose a risk for the operators as well. I think it is more riskier if AI handles the casino data as it can be a new target of bad actors.

I hope that this idea won't be implemented. The Philippines is severely lagging behind on technology. The government website are regularly hacked which shows the weak cybersecurity that the PH have. AI is good if implemented correctly but I don't know how PAGCOR thinks that the local casinos would implement it how they expect it to be, where the Philippines doesn't really use it as much as they think they do.

I do think that the use of AI can at least filter out accounts that are being created primarily for spam or any kind of circumvention. It is actually a welcome idea that the government takes advantage of the use of AI in integrating it to their security and process as a whole.

While I do have some doubts on how they would do it, I have great faith that the government would release a framework on how AI would be utilized to help them in making things more efficient on their end.

Ahh this is actually a good point. Even to this day, I still have trouble accessing this website outside of my ISP and whenever I use 5G cellular because it automatically tags it as a "prohibited gambling website" when in fact it is not.

Now that you mentioned it, I am starting to have some doubts as to its execution. I just hope the government hires people who actually knows how to do the job instead of creating like a blanket prohibition like what happened recently.

AI can be used to accomplished lots of things today, of which the gambling industry is not excluded. AI might be helpful in this case while on the other hand AI proves are not always 100% trusted, I would have loved if they can elaborate the public more concerning the use of AI in achieving this goal stated.
AI can be controlled by humans but, the difference is letting AI being incharge totally meaning having the final say although the fact AI working speed is more better doesn’t necessary mean decisions should be carried out by one party alone. Actually the world is evolving, seeing AI as the perfect choice to handle issues like suspicious transactions and accounts tells a lot about the modern innovation.

So what I am curious is how this would actually work from a gambler's point of view. Should AI be used to detect suspicious accounts/transactions, monitor possible problem gambling, or check if licensed platforms are following the rules properly?

If AI intervenes solely based on observation that this player is gambling excessively then there is risk of false positive.

However AI can first filter out suspicious item and then human could verify them to make final decision.
This enable detection of unusual deposit and withdrawal pattern in same account.
It is also possible to detect whether coordinated activity is taking place across multiple account.

AI can flag instance such as whether any operator is complying with regulation for further review. However ultimately human investigator must verify everything. Same approach is needed for problem gambling as well.

It's ok that AI wants to be used for such things. But they shouldn't take all that AI says about an account as the correct thing. It will still need evaluation. That's worth checking before concluding. AI for now can be used to flag the account. But the decision to make after the flagged account should be made entirely by humans. Not saying human choosing is perfect. All I am saying is that ai has really gotten to that stage where we leave everything for them to do it.

To integrate AI into the analysis of suspicious transactions or accounts, they will definitely need a reliable machine learning and AI-Trainer system, this may require additional resources for casino and higher development costs too. In fact, suspicious accounts can be identified through manual checks or internal system, which can offer better accuracy but this will require a longer process. If casino can develop a robust AI system and proper training to reduce “false positives,” it could be very useful in preventing a large number of suspicious accounts and transactions from wallets linked to hacking activities. but they have to remember it will need more costs.

How big they can talk when in fact there are still rampant unlicensed casinos being shared online by these so-called influencers and afaik there hasn't been huge personalities that getting fines over it. I think they just make it appear good publicly that they are into innovation but there are other concerns they should focus so that our countrymen wouldn't fall on illegal sites. I think they overestimate AI when in fact these regulatory frameworks would still work the traditional way.
I thought there were rules that forbid influencers from promoting illegal casinos in the Philippines? Or have the rules been abolished? I think I have read about it couple of times as part of the policy put out to limit the rate of gambling addiction in the country, any country without good law enforcer their policies will always be taken as joke and if PAGCOR an office which is said to answers directly to the president don’t have power to handle such then their is no hope for proper gambling regulation.

Sounds like a more common term used rather than anything specific, whether say it or not they have to evolve as per the AI or their guidelines will fall behind. Casinos are already using AI for the security purposes so these regulations might just point them more towards the specific ways to do that.

One of the institutions in my country also uses AI, but the difference is they use AI to detect gambling content/sites which can then be blocked, and they claim to have blocked millions of gambling contents. So that's an example of how AI can be used by an institution to monitor and detect fraud, where in this case PAGCOR could also probably do the same by adjusting it to their needs. If they want to use AI to help with casino compliance or to monitor players' activities, that's definitely possible.

The important thing is that when they implement this technology into their system, it really helps as expected, not the other way around where it becomes even more complicated and just wastes the budget, since integrating AI technology into their system also costs money.

I don't know about Gambling security but this AI security check is already employed by several social media platforms, if I'm not mistaken Instagram uses AI to manage and detect bot accounts so I'm not exactly new to the concept you see and to be fair I welcome the idea, AI is basically the future we are heading towards and if there's any technology for us to explore to further embrace that future, I say we take it.
Of course we have to ensure that we understand it properly and it is being used for it's intended purposes, if these two are in checks, then I certainly think it is something we explore.
