This would make a lot of sense if there efforts to integrate AI is genuine and will make the system fair for everyone. For instance, I read here:

But what I really like to hear from them is how they can integrate AI to trace online gambling casinos and applications that are manipulating the house edge and the provability of the games.
Yes, you are right, many of these ventures never care to look at the sketchy part of their companies but all blaming the scammers in the industry for malicious act, the same thing with the government also, they announced to stop the criminals and Arm robbery but they are the smooth criminals in the governmental cabinet. If PAGCOR should recheck their security policy towards the illicit house edge manipulation, it would be more better.


I stopped playing online casinos that is regulated and licensed by the government (PAGCOR), and that's because I have seen and experienced how unfair the games are. I know it's not just the slot providers, but I believe those companies are also manipulating the system.
So PAGCOR trying to meaning they are not noticing these signs, or they just shut the door as if they don't care about the loyal gamblers who are victim of this manipulative act by the casinos?

Integrating AI into the gambling industry without knowing the size of the risk is as they leave the facility open to exploitation of the system, the losses could be greater than the intended benefits. False positives also don't just misjudge the truth. But on the other hand we have to assume they are trying to take advantage of technological advances.
I wouldn't see a billion-dollar crypto industry if the gambling sector didn't count, so this movement is natural to begin with.

Did they mention what the AI is going to use? ChatGPT, Claude, or something?

If they are going to use a 3rd party, it seems like it's too risky for our privacy and might lead to data leaks. I am sure they are going to use AI for KYC too.
Unless they develop an AI locally, like from informatics or from AMA universities.
First thing that came to mind was that hopefully they know what they are doing, and not use it as a buzz work, like "AI will fix this".
I would say that it's literal data leak on itself to feed sensitive data like id and private addresses directly to some AI like Claude. In fact it's prohibited in many places to feed information that's protected by GDPR.

AI is good for specific things, but when it comes to saving money, people seem to get greedy and make it do things it's not good for.

They didn't mention what AI they are going to use in the article, and I was curious, so I did some looking and found this article. From what the article says, they have developed an AI tool to help them detect whether an online casino is illegal or not. That article is from Oct 2025, I don't know if they have upgraded the AI they developed since then, and I am not sure if they are going to use the AI they developed for this project. Right now, I am assuming that they are most likely to use the AI they developed(maybe upgraded too) because it'll be a waste if they don't.

The Vice president already said it here in the article "Atty. Fernandez said the growing use of AI presents both opportunities and challenges for gaming regulators.

“The same technology that can help us detect fraud, identify unusual activity, improve compliance, and make regulatory processes more efficient..."

However it is a two edged sword as she put it  referring to AI "...can also be used to make fraud more sophisticated and harder to detect"

In my estimation, it is a battle of who has the most sophisticated and advanced AI and technological tool.

Hard to guess what will be the result for integrating it unless they fully implement it.

So I think yeah its good to give them a chance to seek for the help of AI to possibly to make their job more efficient,  towards fighting what they think its not right happening in the scene.

Also those things is not prone to commit mistakes, since there's also a chance that bad actor can exploit it, So better to have good planned for this kind of implementation. So they can avoid Ai prompt injection or anything that can harm their system, also the data's of people and platforms in their site.

Money laundering, age activity, fraud and other illegal activities. If this is going to what they'll tackle then IMO that's good usage of AI. It's a measure to control the gamblers and help them detecting the bad side of it. There's already the negative connotation of gambling in our country and that is about being used by scams and funds that have been swindled by government officials. And so, if this is going to be use with that, let's put some hope that they're using AI appropriately although that's not the only usage that they can do with it.

Gamblers are also not in the position to make this decision but as a mere discussion which I know it would not decide for the regulatory corporation, I am seeing possibilities how this can work because, if the operatives can forcefully build such an AI technology to monitor gambling operations of companies in terms of legal operations, they can as well successfully get into gamblers to checkmate their activities at all rounds in keeping tracks of their transactions.

Maybe the introduction of the AI in this module would save the authorities from some disputes of unfairness where it is claimed that when the task is manually done by the agents could be unjustly.
Maybe with how far we have so much believe in the AI, it will be see more efficient to monitor casinos and gamblers operations and activities.

I do believe we already have gambling sites that use AI integrations to run their systems so it's easier to track, red tape or even insight their TOS upon suspected manipulation or money laundering from a gambler on their platform, so why is PAGGOR still considering using it when they should already be implementing it.
The issue I have though is about how they can prevent malfunction or hacks from their system because AI too, is still a part of technology that can be exploited or that can do the unthinkable.

I mean, at this time, everything is just running on AI since it could be a huge help in a lot of aspects, usually just makes everything faster and run on automations, so AI could just do that no problem.

For sure the are just highlighting the AI in the presentation, but all it does is just going to automate everything when it comes to monitoring, mostly of the accounts or the transactions on the users. It might be able to see suspicious activities, which is probably what PAGCOR does most of the time, they are going to flag a lot of gambling websites for sure with this AI.

This AI for sure wasn't going to be perfect for sure since AI was still isn't something that can decide most of the time; this is just for automation, but it could help filter a lot of information so that there are only a few that need manual checking in the end. I mean for sure, data is going to be everything here. Maybe they could monitor users' behavior as well. If they could do that on AI, get information, they could assume something and conclude, as long as they already have the data that the AI collected.

If we're talking about PAGCOR, it will check how the rules are enforced: casino documents, registration, and how player restrictions are handled. It may also look into suspicious transactions.
What they can directly check are only the casinos under their regulation, because they can easily require licensed casinos to install some kind of monitoring system. But those casinos that are not getting a PAGCOR license, especially overseas casinos, are already outside their control.

What they can do is monitor those sites and coordinate with telcos to block access, but even that is not really foolproof because VPNs are always available. So they can make access harder, but completely stopping people from reaching those sites is almost impossible.
I mean their focus will mostly be on casinos, and that won't harm gamblers – except when PAGCOR makes mistakes or when gamblers break the law.

Online gambling is hard to control. At the same time, online casinos are often registered somewhere in Curacao. In that situation, PAGCOR can do nothing except block sites. It can't even ask the Curacao authorities to take action against a casino, because that casino isn't breaking Curacao law.

Logically, an ordinary gambler who doesn't break the law should see no changes. But we all know there are always some mistakes, and some gamblers will suffer unfairly.
If gamblers will unfairly judge they can always complain.
That's certainly true, but it takes resources - time, first of all. For me, this can be the main problem for the common gambler.

Just like AI is helping so many industries, there is a lot AI can do in the gambling industry both on the side of the operators and that of the regulators. PAGCOR can add AI in the aspect of ensuring transparency by weeding out cheaters and even punishing operators that are not implementing what they pledge to do. My only concern is how PAGCOR can effective act as both operator and regulator in the Philippines without conflict of interest.

So what I am curious is how this would actually work from a gambler's point of view. Should AI be used to detect suspicious accounts/transactions, monitor possible problem gambling, or check if licensed platforms are following the rules properly?
Given that AI-assisted tools are still far from perfect and false positives are bound to occur at some point, I prefer these tasks to be handled by a human being [efficiency means nothing if it's going to cause more trouble for others].
- In addition, such tools will only lead to more terminations and layoffs!

Nowadays the use of artificial intelligence has been adopted for many purposes by some business association they are mostly the ones that makes good used of artificial intelligence to tackle things they feel it will be difficult to handle by humans, we can not operate for long, few years back I remember asking one of my lecturer why one of our department makes use of autho analyzer instead of manual, because those device makes practicing there boring because this analyzer does everything why we just hang around waiting for the results, it makes the work easier and faster, though, but it disadvantage to humans is the fact that they will not know the principles behind the work done.

It's a measure to control the gamblers and help them detecting the bad side of it. There's already the negative connotation of gambling in our country and that is about being used by scams and funds that have been swindled by government officials. And so, if this is going to be use with that, let's put some hope that they're using AI appropriately although that's not the only usage that they can do with it.
Unfortunately certain crimes have been associated with online gambling especially in the area of money laundering and if PAGCOR is convinced that AI can help them to effectively detect any sort of illegal activities in casinos then they should be applauded. Over the years a lot of negativities have been attributed to online gambling and any ways that a government regulatory agencies can help to sanitize the gambling sector in their country that should be a plus for gamblers. I hope that PAGCOR AI use in the Philippines would also seek to protect gamblers rights in casinos that are under their regulations because now and then we hear about casinos that would  unjustly freeze gamblers accounts.

PAGCOR said they are looking at AI as something that can help them do their job better.
In my view, if PAGCOR wants to use Al as a regulator, not as rules and laws for users, I think there is no problem, many online casinos today use AI effectively for the sole purpose of creating a safe, transparent and fair betting ecosystem, as well as as a protector of the rights of the gamblers themselves.

In this situation PAGCOR is fine to use Al for the purpose as I said above, provided that Al is not used by the operator and is not used by the operator to psychologically exploit the players and is not misused by the operator in any way, giving bonuses aggressively to players and so on.

When PAGCOR uses Al as a system to detect and block illegal gambling sites, Al as a protector against suspicious things, whether against hacking and so on, I think it doesn't matter, it will have a positive impact on PAGCOR itself from Al's activities and uses.

For the freezing of funds, I think that they have a basis for it but that's just sad when they do it out of nowhere and without any notification. If they can't let go of a user's fund then that's the confidence of everyone will be gone for the online casinos. But for dealing this against the illegal activities, they are doing the right thing. I won't be expecting so much with it as it's like a dry run and some problems might still exist after that. I don't think that it will be perfect but as long as it does it job, then that shall satisfy us with how they use it.

I think Artificial intelligences are going to be used by regulators and license issuers to keep an eye on casinos and also on game providers, so they can be sure those are following all the proper rules and there is nothing fishy going on.

On the other hand, I think AIs could be used in order to detect problem gambling, but I doubt regulators will push for the use of AIs that way. As it could be in detriment of the gambling industry as a whole. Both regulators and casino operators need more money to continue to be poured into this ecosystem.
