As far as I know, creating an account from a specific country or IP often enables the option to do activity on the "evil IP" registration fee forum.

And as far as I know, even if you want to buy a copper membership, you have to go through the kind of same procedure^{(payment procedure)}. But I have never seen anyone say that they got this kind of message when they went to the Paid Membership page.

Id this the message you got when trying to purchase the Copper Membership? Or were you referring to nothing incident?  Because the instruction there is simple as you visit the thread there will be a link there and once you click it, you will be directed to a page where you will see the payment address and read carefully everything there and made you payment so I don't see where the error message came from.

So far I didn't see any official confirmation that some countries are excluded, but I don't see this as a big problem-
I am not sure what country exactly are we talking about here, but it would be trivial to use Tor browser with any account and pay for copper membership.

Since when did the forum start blocking cooperation with users from certain Jurisdictions? I always thought it was some countries blocking access to the forum.
It's a very weird development if I may say. Maybe we shall start having KYC next to determine that a user trying to access the forum is not from a sanctioned jurisdiction 

Anyway the person trying to get help says he has been trying to use a VPN and has tried to use 7 different locations but it hasn't worked.

It's not actually correlated with a specific country. If someone with an IP address is banned, that IP address and neighboring ones will receive evil scores. If you register your account from such IP addresses, you will be banned with evil scores.

Since mixers got banned from Bitcointalk, such things doesn't surprise me anymore. Bitcointalk goes under more regulations step by step to avoid any problems. Maybe we're not going to reach this level when KYC will be required. I guess next thing can be banning gambling ads, though, I hope it's not going to happen as it would be huge hit for Bitcointalk.
