I think you are missing something here and he didn't literally mean that they should be promoted here, but what he is trying to sense is by building trust and let people that are using the gambling site to have a hedge against future and further occurrence that may likely happen when people are using gambling site. This way, their intentions to run away with people funds could be lesser, hence anyone who is making deposit to the site would go above the range of the funds that is being escrowed with people here. However, if people uses the website and was able to withdraw out their funds without facing much issues then we can say that they are gradually building their trust here.
