I saw this Binance user on Reddit complaining how his funds of about $31k was stucked and frozen from withdrawals after an attempt to send funds worth $50 to an address that was flagged by the Binance company even though the transaction was blocked before completion. I’ve not particularly experienced such things before but I’m kind of worried and thinking if there I a way one could identify and address that is flagged in the process of creating a transaction? If anyone have experience similar case please share your experience and if you have answers to my questions I will appreciate that much Link to the Reddit post https://www.reddit.com/r/binance/s/LmbgeygWFT

I believe every binance user received this message: Dear Binancians,
Following recent regulatory developments, Binance will no longer be processing transactions involving certain crypto-asset service providers/platforms, as set out below. Following the dates listed, please do not directly or indirectly send to, receive from, or otherwise engage in transactions through Binance involving these entities:
Effective 7 August 2026: Shelbit (Shelbit General Trading LLC) Aban Tether Exchange Effective 13 August 2026: A7 Nigeria A7 Africa PilotFinance Ltd Effective 23 August 2026: Rapira Aifory Pro (Sooty Ltd.) ABCeX (Nueva Cryptologia S.A.S DE C.V.) WhiteBird NoOnecrypto INC. Tradex (Brightum LLC) Monease Ltd BitPapa Exnode Exnode Pay (Arvix) HTX (Huobi Global SA) EXMO Ltd Any transactions attempted on or after these dates, may be held and subject to a compliance review. Restrictions may be applied to the impacted wallet(s) while the review is ongoing and such activity may also constitute a breach of Binance Terms of Use.
There is an existing thread about it in the local board too, I'll link it when I find it. So it is your responsibility to confirm from the receiver or sender if he is using any of these providers, I don't think there's any other way around it.

From the link provided on OP, it shows that the error code RW00302 is an error code for Binance users and accounts that are being flagged by Binance. Though, as the case happened in the purchase of the product, it is not possible to directly know if an address is flagged or not, and this will bring the attention to also start watching out on where you are sending your assets to.
I think this only happens when you send from the Binance exchange, I it doesn't affect anything when you send directly from your wallet address. This is a measure put in place by Binance to help protect your funds from scammers and losses.

There are a few existing thread about this in the local board actually, it’s more than one. Below are two of the threads talking about it. Binance update – Nigerian users make we take note of this Binance to block transactions with HTX, 10 other exchanges
Some people will be using centralized services and they don’t bother reading their emails, that’s how they miss information like this and end up putting themselves in this kinda situations. You need to stay updated about every service you’re using and also don’t trust emails blindly, DYOR to confirm the validity of the email to avoid falling victim of phishing emails.

If the person can not keep up with reading terms and conditions or even check their email frequently for updates, it's better they don't even use centralized exchange for some kind of transactions like this. Most of the transactions I do with people I know is usually internal, it is either the person is using the same exchange I am using or a different exchange, but if it's some external transactions from strangers to me or me sending to them, I like to send from a self custodial wallet and it's easy for me because I don't even keep money that much on a CEX but some people like to keep a huge amount in exchanges even though they are not using it at that moment.

One can not be 100 percent safe from things like this as long as you keep using Centralised exchanges because their terms and conditions are much and the keep upgrading the terms in a stricter manner. Users get so carefree that they don't even read most of these emails and even when they read, they throw it under the carpet like it's nothing until situations like this. I feel for the guy but I noticed a reply from the binance team... Hello, we understand your situation and want to reassure you that our CS team is working on your situation, we kindly ask you to continue all conversation and updates request via Live chat with CS team due to security concerns, thank you! - VS

Don't send money to strangers from your exchange account. You can create a separate wallet for sending funds to strangers. Only send funds from exchange to people you know very well for your own safety.
Why will anyone leave such amount of funds in an exchange when you know that your are not in control of the private keys. This is one of the main reason why storing funds in exchanges isn't safe apart from being vulnerable to hackers. The exchange can freeze your funds.

It seems like too much stress to have to confirm where the sender is sending from or if you are the sender then where the receiver is receiving from but if we don't want to lose our funds the best thing we can do for ourselves is to make sure we confirm before we run any transaction with anyone, if possible binance shouldn't allow such transaction to go through still all rather than making someone lose their money because sometimes it could just be an honest mistake but you money might be lost regardless.

I understand how hard it is going to be when trying to spot a flagged address. Even with the links provided about places that are flagged, just to be extra careful, try to send from a non-custodial wallet. Not every transaction is meant to have direct connections with your exchange, it is advisable not to withdraw gambling profits directly into your exchange address, first send to an address from a non-custodial wallet before sending to an exchange.

The truth is there isn't actually a 100% certain way to always tell if an address is safe to transfer coins to however a couple times you can do a little search online about the address before actually sending money there but that also depends on the flag level on that address sometimes it's not very obvious. That being said this is one of the disadvantages of depending on Centralized exchanges most of the time. The self custody idea they sell to you is actually a false one because in reality they control everything.

You're right to me and I agree with you and except one is sending from binance app, then there shouldn't be any serious consequences for sending those addresses mentioned except we are missing out from the full details and secondly, I think the whole restriction of a thing is typically for just binance users and the error code you receive while trying to send funds to any of the flagged addresses, is to help prevent the sender from unnecessary losses they would have encountered if the coin was sent.

Make use of a reliable exchange and don't make transactions with people you don't trust. Also, don't leave your wallet address open to the public because anyone may try to perform an illicit transaction on your wallet just to implicate you.
Also, don't be involved in any scam-related activities yourself, and don't do it for anyone randomly who may request your service to perform a transaction for them. If we don't cause any mistake on our end, we will be free. Also, try as much as possible to avoid using those platforms that have been marked red.

This is one issue that is majorly possible with CEX, and they have various approach on how they handle issues and it will probably be on their terms or in a special section where they list regions. Although in an acceptable regions this can still occur if the exact address or related is flagged and there are tools to verify (a reliable AML checkers would help) but still this is not 100% effective or guaranteed, but we need

Internal transactions would work, but why keep funds on exchanges to start with? $31k is not a small money if you convert it to naira is a lot. Someone that is wise should know that having such money on exchanges is very risky. I think it's ignorance. Although we cannot always confirm if the person we are sending to have in any way in the past had a transaction with those blacklisted or flagged address, that is some kind of issue I have been thinking of lately. What if it wasn't his fault and he just didn't know before sending to the address.

Asides weak security, all those strict policies are what makes me dislike saving with exchanges but then i wonder why anyone would choose to save such anount in an exchange, maybe he's a trader but even at that the profit gotten from a successful trade shouldn't be left in the exchange but transferred to a secured wallet. Most exchanges do send email to customers containing restricted platforms they don't operate with and would stress the hell out of you before might be able to recover your funds, and sometimes chances of recovering it is little.
