i am looking to buy $1500 worth of btc. i can pay with international bank transfer or with moneypacks.
i dont want to get scammed so if anyone has tips on how not to get scammed that will be very nice.
how would i use an escrow on a trade like this and how do i know who is trusted and if someone is trusted can i send first without using an escrow? is that safe? or do i have to use an escrow either way? and where would i find an escrow?
also if i want to buy from an exchange how would i do that? how long would it take to send $1500 to an exchange

Most exchanges accept international wire transfer from my experience, so it would probably take the same amount of time (or less, since you don't have to find a specific buyer) as exchanging btc for a wire transfer on the forums.

On avoiding to be scammed, see https://bitcointalk.org/index.php?topic=198899.msg2080335#msg2080335Probably, the best exchange right now is www.bitfinex.com, because of fees and trust (there are others more trustworthy, but with little volume and/or high fees). You can send an international wire there (Hong-Kong based, with european management). If you are american and just want to buy and withdraw, coinbase.com might be the best.

I brought my btc at localbitcoins, of course I buy in small chunk first, and only from seller with over 50 positive rating 100%

Bitfinex has more or less the same volume of bitstamp, since they allow you to trade at bitstamp (at lower fees) and therefore part of bitstamp volume is created by bitfinex (see share: http://www.bitcoinity.org/markets/list?currency=ALL&span=24h ). Moreover, you don't have to verify if you only transfer in and out btc and ltc. On trust, all things balanced, I guess Bitstamp might be more trustworthy, since they recently showed that they have all the coins there. On international wire transfers, Bitfinex claims to deposit the money in 1-3 business days.

zeded, I can sell you BTC, paying by Moneypak is an expensive way to pay generally. Are you in the US and can you make a cash deposit into an account? This would be much cheaper for you.
For Moneypak, the moneypak would need to be purchased with cash. Ill shoot you a PM.

localbitcoins.com and use sellers with 100 rating there are plenty of them there, but you will pay a premium to bitstamp rate.

you asking for upfront payment didn't matter if its small..you joined today and i don't think anyone traded with you or knows you before .. so USE TRUSTED ESCROW
