Kazakhstan and Kazakh banks have begun analyzing clients' gambling activities and negatively impacting their credit history. The mechanism for this tracking is quite simple: If a person has made six or more payments to casinos or bookmakers totaling over 300,000 tenge in the past six months, their credit history is marked negatively.

Banks then resort to penalizing the client. For such borrowers, official income is taken into account when calculating solvency, and the maximum debt burden ratio is reduced to 0.25.
Thus, for Kazakh gamblers, losses may not end with casino losses.
In addition, banks are required to detect transfers to illegal gambling infrastructure and cryptocurrency platforms outside the authorized framework.
The government requires a fairly thorough review of payment histories and has a negative attitude toward gambling organizations, although it does not ban them. What do you think about the negative impact on your credit history when transferring funds to casinos?

This is a form of interference with individual's financial freedom for which there is no logical necessity. The way their government and bank have been wiping out transaction history six times or more over past six month is truly going a bit too far. Furthermore, they are compromising credit history based on transaction exceeding 30k? what an absurd situation!

If any individual chooses to spend their own money on entertainment or gaming, by what right do bank or government get to pass judgment or establish criteria based on such choices? idk.

Subjecting people’s personal financial transaction to this kind of surveillance is gross violation of privacy.

Kazakhstan and Kazakh banks have begun analyzing clients' gambling activities and negatively impacting their credit history.
Doesn’t this look like an overreach of authority and an infringement on a client’s personal boundaries? Would any of you be happy if a bank started prying into how you spend your own money?

The mechanism for this tracking is quite simple: If a person has made six or more payments to casinos or bookmakers totaling over 300,000 tenge in the past six months, their credit history is marked negatively.
300,000 tenge is about $650 - not a particularly large sum for gamblers over the course of six months. The limit seems far too low.

And how does the bank react in the opposite scenario - when money comes in from casinos or bookmakers? Do they attach a positive label, marking the client as a "lucky gambler" who is capable of paying off a loan? Smiley

Banks then resort to penalizing the client. For such borrowers, official income is taken into account when calculating solvency, and the maximum debt burden ratio is reduced to 0.25.
It is not surprising that the bank is trying to reduce its potential risks - given the level of local population indebtedness in this country, as well as the tendency for people to avoid repaying their debts (by resorting to bankruptcy).

Thus, for Kazakh gamblers, losses may not end with casino losses.
In this country, there are several gambling zones with land-based casinos, and cash is still widely used, so these issues are not significant for gamblers.

In addition, banks are required to detect transfers to illegal gambling infrastructure and cryptocurrency platforms outside the authorized framework.
The gambling "business" adapts to changing conditions - for instance, by using front accounts \ shell companies.

The government requires a fairly thorough review of payment histories and has a negative attitude toward gambling organizations, although it does not ban them.
As usual, the regulator demands and imposes conditions, yet it is the banks that have to deal with the fallout and the consequences end up affecting their clients (including those who act in good faith, not just the "gamblers").

What do you think about the negative impact on your credit history when transferring funds to casinos?
Every problem has a solution. It is possible to shift from making direct payments from one’s bank account to paying in cryptocurrencies. The regulator, perhaps unwittingly, is "pushing" citizens in this direction.

I don't think they are doing it right if they want to prevent gambling addiction. It's like a forced thing, and worse, the banks will probably take some profits too by adding interest to the borrowed money from credit cards or whatever else is used that is connected to them.
I would not like it if the digital cash application that I am using to deposit money on gambling sites suddenly stopped me from doing it and assessed what my status is. It's one-sided, and I think it's also improper to do that. They can just ban those local gambling sites if they want their people to live in a gambling-free country. What they are doing only looks good on paper, but I doubt it's really for their people.

Many gambler are taking out bank loan and losing everything they own, leaving their family destitute. Some kind of system was definitely needed to prevent these incidents, right?
But the question is, will they actually bring debt burden ratio down to as low as 0.25, based on official income figures? lol
This effectively puts an end to the dreams of ordinary people, whether it’s owning home or obtaining loan!

All in all, it seems to me that this is matter of ambivalence. I believe government should take firm hand in suppressing illegal gambling platform. But this system of destroying credit history by tracking personal payment will be huge blow to common people.

Wow this is crazy in a different version, this means banks in the country are controlling how their customers are spending their money, like what is their business with what people want to do with their hard earned money.

This is one of the reasons why I hate banks, they won't let you be and they won't let you go, just because you are using them to keep your money saafe they don't mind interfering into your life, crazy people.

Still, I don't want to believe that this could work, most online casinos today accept crypto as their payment and gambling option for gamblers, it will be stupid of anyone in that country to use their banks to fund their casino balance, what happened to using crypto?

I don't think that this might work, although they might have a good intentions in the beginning. But they are interfering and this is too much. Of course, those gamblers might have their bank loans and maybe not paying.

But scrutinizing each one, is not the best thing to do for this banks. They might need to get help from others and the government themselves if they want to help the individuals and shouldn't analyze their clients base on their banking accounts.

For me, this seems a gray area.

What if your privacy or your freedom is putting the bank to unnecessary risky positions? If you're repeatedly taking credit from the bank and wasted them all to gambling, risking your ability to pay, isn't that irresponsibility damaging to the other party? Therefore, to protect their interest, they make sure creditors are using their funds responsibly, or at least not wasting them all on gambling. Is that enough logical reason for their interference?

If it's the customer's savings, the bank couldn't care less how they're spent. But if it's debt, the bank has to have a mechanism to ensure the money comes back. Is this reasonable?

Therefore, it is preferable for gamblers to use cryptocurrency transactions for casinos. I understand the banks’ logic: they assess risk levels. The bank believes that the risk of default among gamblers is above average. Similarly, the bank believes that the risk of default or non‑repayment of a loan is higher among the sick, the elderly, etc. It’s just that these criteria are not made public, as they are quite similar to discrimination. After all, when denying a loan, the bank never provides any explanations (and is not obliged to).

In general, the bank has the right to refuse to serve a client. However, the store has no right to refuse service, as this is a public offer (except in cases where the customer does not comply with the store’s rules, for example, if they are violating public order). And why can a bank do something that is prohibited for a store?

Essentially, the bank is still the same medieval moneylender who has the right to set different interest rates for each customer (whereas the store has no right to set different prices for different buyers, except for benefits for certain categories of citizens). Cryptocurrency is precisely a means of protection against overly unrestrained banks, whose powers have become too extensive.

Banks reporting it negatively seems inappropriate, government can take actions or create regulations as per their policies banks are just intermediaries, and they should not act on the credit history of an individual just because they made more than 6 deposits to the casinos. If it is their money and they wish to spend it entirely on gambling then it is their choice, we all know we should not spend all our money on gambling but if someone decided then they should be able to do it and a bank can't say you are not allowed to do it.

And this is another reason why centralized banks are forcing us into things and also restricting from things.

What do you think about the negative impact on your credit history when transferring funds to casinos?
This will only push gamblers to find other ways to fund their casino accounts, so after a few months, they'll probably have found workarounds to stay under the radar [in other words, that negative impact eventually wears off].

It seems to me that such system can be easily bypassed. The guy could just use crypto, instead of moving money from his bank account to the casino. The government of Kazakhstan cannot track cryptocurrency wallets. Grin I think that offline casinos/bookmakers in Kazakhstan are banned, but if they were legal, then withdrawing money from your bank account and spending them at the casino/bookmaker would be as untraceable as using crypto. Since Kazakhstan government and banks are tracking gamblers deposits to casinos why don't these gamblers use crypto for their gambling activities because this is one of the purpose why crypto was created especially, bitcoin. Send from your noncustodial wallet to deposit in your casino account and vice versa. They can also use a global casino instead, of their local ones.

You cannot force a gambler to stop gambling or prevent him from enjoying his gambling activities to the fullest because they will definitely, look for other means.

To my understanding, this only applies to credit transaction which is considered as a debt. So I think that the Kazakhstan government wants to avoid or lessen the gamblers mindset of taking a debt just to gamble. If this is the case, so their goal is somehow good but I think that their implementation of rolling back 6 months worth of transaction and making a decision out of it is wrong and could certainly put another L for the gambler by making his/her credit score a negative.

Also 300,000 tenge is a bit low for their limits, I'm pretty much sure that people who use credit to gamble would certainly be flagged by them.

I don't like people who are taking a debt just to gamble but I'm neutral to this since their way of implementation is bad.

Where I live even in peaceful times the government could not track well casino payments especially in Bitcoin and other digital currencies. Now is massive protest going on so I doubt they would focus on this and to put our credit history in danger, luckily until now 0 cases of such happenings. What I am curious about Kazakhstan is that how can they track the Bitcoin transfers unless people directly buy through the casino their coins. I buy at Binance, take out to my wallet 1 then 2 and then 3 and only then to deposit to casino, it can be tracked yes but a lot of resources are needed by the government to tackle all such payments.

You cannot force a gambler to stop gambling or prevent him from enjoying his gambling activities to the fullest because they will definitely, look for other means.
[/quote]
We can stop him from addiction, if he is playing for fun, then he is playing for his mental peace, if he is playing for daily life, then he can be explained about addiction and loss because in gambling he is inviting his fate. If it was really a game of hard work, then he could have been more interested in it and he would have enjoyed playing more. And in reality, we have no right to stop anyone except to explain because we can explain to everyone if it includes his loss. There is a lot of profit in gambling and the same is the loss, so we can use different methods to explain these two things. Besides, it is his own decision that even after so much explanation, if he wants to get addicted, then he must get it, but if he understands it as fun, then there is good in it for everyone.

I think that the bank may not have taken the right decision or done the right investigation in giving loans to those people who lost everything by gambling by taking loans from the bank. There are some conditions in giving loans, if the issue of giving loans is easily available in that country then the matter is different but in other cases the issues are complicated. For example, if someone wants to take a loan from the bank then first he has to prove why he wants to take the loan. For example, let's say I have a farm and I need more money to buy the area of that farm and other things then when I see that farm I can take the loan but the big question for me is what the person whose purpose is actually gambling shows to take a loan from the bank.

I think this will push more people toward crypto casinos, especially the ones without KYC, so demand and supply there will probably grow. I have mixed feelings about it. I get why it's done, but it's a bit worrying that banks can look into your life on that level.

I checked the the links and I don't see credit history being marked. What it says is bank will count only your official income and your debt limit is cut in half. Tengrinews even quoted the regulator that banks cannot refuse loan only because of bookmaker transfers.

But for my own experience something like this, it's not that easy for me. Few years ago my bank account got locked and their support asked me about 2 transactions, where it came from.

Unfortunately, such control is in effect in many CIS countries. Who transfers large amounts to whom and for what reason has become a normal phenomenon and requires a mandatory explanation. Banks, as if taking care of their customers, can easily block accounts, but the direct reason for such control is complete regulation. Casinos and bookmakers are banned in some countries, but in addition, it is prohibited to use cryptocurrency. Unfortunately, the laws of some countries have long violated the concept as "infringing on financial freedom."
