Kazakhstan may have good intentions for their business, but their strategy and approach is very wrong. They didn't put into consideration that different gamblers earn differently. Some of them earn very high amounts, while some earn very low income. The first error with their approach is using 300,000+ tenge which is approximately $664 as a criteria to know who is credit worthy or not. $664 is a small amount to some very wealthy gamblers. Their actions are insane, hoping people look for ways to bypass banks with such strict policies. We shouldn't be seeing such in 2026.

Kazakhstan and Kazakh banks have begun analyzing clients' gambling activities and negatively impacting their credit history. The mechanism for this tracking is quite simple: If a person has made six or more payments to casinos or bookmakers totaling over 300,000 tenge in the past six months, their credit history is marked negatively.

Banks then resort to penalizing the client. For such borrowers, official income is taken into account when calculating solvency, and the maximum debt burden ratio is reduced to 0.25.
Thus, for Kazakh gamblers, losses may not end with casino losses.
In addition, banks are required to detect transfers to illegal gambling infrastructure and cryptocurrency platforms outside the authorized framework.
The government requires a fairly thorough review of payment histories and has a negative attitude toward gambling organizations, although it does not ban them. What do you think about the negative impact on your credit history when transferring funds to casinos?

The approach is a bit dystopian but it might actually make sense from the viewpoint of a financial institution. It's quite invasive though and I'm not sure there's any other category of spending that gets treated this way. Most credit scores relate to amount of credit, debt, age of accounts, how many searches have taken place and fairly generic stuff in comparison. Yet here the banks are analyzing and possibly miscategorizing certain transactions. What happens if a gambler has (on a rare occasion) managed to take more money out than they put in, it seems like they would still be penalized. This feels like a step too far and I cannot imagine most people in Kazahkstan would encourage or adhere to this sort of tracking, especially because these things get normalized and extended into other areas. What next, will they start charging people more for health insurance if they visit fast food places too many times?

The government is going too far by interfering with people’s personal decisions, and potentially penalizing them for transferring their own money to a legal casino or gambling platform.  I don’t really know what to say on this matter, but people should have the freedom to decide how they spend their own money, as long as they are acting within the law and meeting their financial obligations.

While this might now go back to a concrete report, isn't naive to think that if gamblers pay casinos on a regular basis with their credit cards that the activity just gets ignored by banks? I doubt that and have had the opinion that it will absolutely be considered when people apply for loans. They check transaction histories anyway and I think it is quite safe to say that it will never be of any advantage if there is a serious history of gambling in one's account.

And for those who like to gamble, crypto is of huge advantage in this respect. But remember when it was still the time that they froze bank accounts when they noticed there are bitcoin transactions being done? I had that case, many people I know had the case and it took quite some time until that didn't happen anymore. One reason it did happen was because banks considered bitcoin trading a shady activity and I wonder if they still put people at a disadvantage if they have lots of trading activity involving crypto.

I think Kazakhstan is actually going too far, it is a free world where humans have the ability to make their choices, going to the point of monitoring an individual’s financial history just to access their gambling habits is actually very wrong, such an act takes away the individuals right of privacy, if it were to be my country such act would have caused a lot of chaos because no government has the right to interfere in a person’s personal life.

If the Kazakhstan government wants to minimize gambling, they can sponsor adverts that will emphasize on the dangers of being addicted to gambling rather than accessing an individual financial records just to checkmate his gambling habits, banks would even use it as a means of milking money from such an individual through taxes.

This is so funny.
This is a negative learning model.
What happens to those who are addicted ?
What is the plan for them to get help or even the opportunity for them to say that they need help.
I think that there are always two sides to a coin and in my estimation this is only one side of the coin… the other side needs to be an intervention program. Unless they have, they should consider that.

If a person uses his legitimate income for various purposes, then why should the bank or the government look at how that money is being spent? If the government has to look, then it can observe whether he is really earning in the right way or legally or not. Additional investigations by the government and banks can create dissatisfaction for every person. There is no need for additional investigations by the government against a person who has legitimate income and who repays the loan on time. If there is a person who is not able to repay the loan but is spending money, then the government or the bank can review the information better. If the loan money cannot be repaid, then it is definitely a loss, at that time the banks can take appropriate action against them. Those who are running gambling in illegal institutions can also be included in this.

Banks would give loans to individuals who have the capacity to repay it. It is not out of place for them to analyse the financial history of loan or mortgage applicants before giving out loans. Excessive gambling could be a sign that someone is addicted to gambling. There are high chances that gambling addicts might find it difficult to abide by financial contracts.

These financial institutions are just being careful not to give out loans to those who have a high chance of defaulting. However, this analysis might also not give the true picture of an individual.

This is the more reason why Bitcoin and crypto currencies are gaining more adoption because banks are becoming too invasive into personal privacy, government is too controlling and the money you earn can just be frozen for no goddam reasons because of policies that were made that you know nothing about.

If this goes on, gambling businesses would be forced to close up, and that means the government would no longer benefit from the revenue they get and that means most gamblers would resort to using strictly crypto currencies and gamble on offshore platforms that secure privacy and anonymity at least.
This measure won't stop gambling activities in any sense even if it is frustrating to even think about it,but it would create alternatives that the government or banking institutions won't see coming.

Well it doesn't seem bad to me.. Wink

300,000 is quite significant enough to call it a fair action, and it's in the range of 6 months, if that is what they feel is a good way of reducing addiction then let them do what they have to, individuals who ll be more careful while spending on gambling, it's not like we have a better idea on how to reduce gambling addiction.

Some may say it's bad to interfere in someone's personal life by limiting them from borrowing money, first of all why will you spend such an amount just for gambling , before they took this action they have seen how it has affected them at large

This is a form of interference with individual's financial freedom for which there is no logical necessity. The way their government and bank have been wiping out transaction history six times or more over past six month is truly going a bit too far. Furthermore, they are compromising credit history based on transaction exceeding 30k? what an absurd situation!

If any individual chooses to spend their own money on entertainment or gaming, by what right do bank or government get to pass judgment or establish criteria based on such choices? idk.

Subjecting people’s personal financial transaction to this kind of surveillance is gross violation of privacy.
This is why a lot of gamblers prefer crypto casinos and to make deposits with crypto; at least this will give them control over their money and some privacy, which no one would want to monitor how much they have been used in gambling. If this is the problem that gamblers are going through, it would be best for them to use cryptocurrency for gambling for the sake of privacy. I know it is good for one to gamble responsibly, but people still have the right to gamble with whatever amount they like. If the government wants to regulate gambling, it is fine, but going through these gamblers doesn't make sense.

If any bank observes customer regularly sending money to gambling site, it may raise question regarding customer's financial capacity. Furthermore, it is reasonable for bank to assess how much money remain at customer's disposal after covering essential expense, and whether they will be able to meet their loan repayment obligation.
However, I am not certain whether one’s true financial condition can be accurately gauged solely by number of transaction and total amount involved.

Consider two individual who have made same total value of gambling payment over six-month period.
One person has stable income and emergency fund. And carries no debt.
Other person meanwhile is taking out loans to gamble. Even while struggling to repay his existing debt.
Categorizing both individual into same risk bracket would be very crude assessment.

Same time, I would not argue that gambling related risk should be overlooked simply because any gambler has high income.
Even those with high income may attempt to chase loss and take on debt that exceed their financial mean. Banks should assess risk by taking holistic view, factoring in income, existing liability, repayment history and gambling related transaction.

I guess the bank just want to discourage people, borrowing money in their institution to gamble.

Somehow I understand this rules they try to implement. Because it can help those wayward gamblers to not to think about creating more disastrous decisions.

Yeah it may sound interfering the financial decisions of people. But I guess its better counter action to combat huge money lose from possible gambling addiction.

The approach is a bit dystopian but it might actually make sense from the viewpoint of a financial institution. It's quite invasive though and I'm not sure there's any other category of spending that gets treated this way.

It is extremely important to think logically about financial analysis. Repayment ability assessment based on nominal value of gambling funds is absolutely an insufficient method of analysis. Of course, the stability of regular income allows differentiating recreational players from those who are in the debt trap. This profiling is highly important for the proper risk management.

The wish to compensate the losses may easily result in the bankruptcy of highly paid persons. Income information and loan installments make a rather strong profile. All of these issues must be taken into account carefully by financing organizations. The system of integrated monitoring guarantees the safety of funds and avoids bad loans allocation.

I don't think they are doing it right if they want to prevent gambling addiction. It's like a forced thing, and worse, the banks will probably take some profits too by adding interest to the borrowed money from credit cards or whatever else is used that is connected to them.
I would not like it if the digital cash application that I am using to deposit money on gambling sites suddenly stopped me from doing it and assessed what my status is. It's one-sided, and I think it's also improper to do that. They can just ban those local gambling sites if they want their people to live in a gambling-free country. What they are doing only looks good on paper, but I doubt it's really for their people.
Yes, it will not be possible to eradicate gambling addiction in this way. To eradicate gambling addiction, a different path must be taken. Kazakhstan's banks will gradually lose popularity because when they are forcibly carrying out irregularities on credit cards, people will gradually reduce their use of banks and credit cards and follow a different path. You are absolutely right that in order to keep the country free of gambling and to make the people of the country live free of gambling, local gambling houses must be demolished and the administration must be put in a strict position, then it may be possible to eradicate gambling from the country.

This is a measure that should be used in other countries where gambling is regulated/permitted. It provides financial protection for both the gambler and the bank, preventing further debt and default. How many stories do we know of people taking out loans to gamble? I've read many. If this had been done here in Brazil, perhaps they wouldn't be blaming online gambling for the high level of debt among the population.

Man, this is concerning!
Just because a person is active in gambling, their financial history is marked as something negative, just like a person who is behind of their bills?
Unless I've understood it incorrectly, I do not think that is fair.

If this were just something that changed their credit profile, increasing the risk when granting credit, then I would agree, but it should not be something that automatically marks that person as a "bad payer", because they can gamble a lot while still having complete control over their bills.

And another thing... with so much "freedom" to bet in casinos outside the regulatory framework of the country, does this really work?

They didn't put into consideration that different gamblers earn differently. Some of them earn very high amounts, while some earn very low income. The first error with their approach is using 300,000+ tenge which is approximately $664 as a criteria to know who is credit worthy or not.

Hmm, your concern is valid. Even if any high income gambler and low income borrower make gambling payment of same amount, their financial situation are not same. Furthermore we cannot simply assume that any high income make someone’s gambling expenditure sustainable.

In my view categorizing risk solely based on number of payment and total amount will lead to false positive. Some individual may gamble using only their disposable income. Conversely others might spend smaller amount but do so by borrowing money to chase loss.

Looking solely at transaction data you will not be able to tell which of these two situation has occurred. Therefore, if regulator aims to reduce over indebtedness then it is crucial to consider verified income, existing debt and repayment obligation. besides these it is still highly logical to use gambling transaction as an additional indicator of risk.

The government requires a fairly thorough review of payment histories and has a negative attitude toward gambling organizations, although it does not ban them. What do you think about the negative impact on your credit history when transferring funds to casinos?

If the government would have such regulations reviews of tracking user's deposit histories on their casino accounts but couldn't have an role of influencing the user's negative habits of gambling but doesn't do anything about it, then it should be questionable what is it essence of establishment because, if the government can actually figure errors on players impulsive gambling and despites the negative records of the individuals and can't set such user's on high disciplines which includes banning if they deserve it, then it's assumed that there's something else the government is aiming in the casino other wise, they should be engaged of controlling such users

A lot of countries that have a high gambling or freedom to gambling they have so much profit that comes from the gambling industry that they refuse to take further actions towards gambling behaviour where bad habits or not because they game beyond what is accounted for in the public ledger. I guess they believe with higher regulation gambling activities will reduce and profit making from such industry will be reduced. It’s a very good strategy for Kazakhstan tackling gambling.
