Do the math!

If you have 0.5% IPO and you get 10 BTC for the IPO, costing, on average 0.01 BTC/BCC, then you've given away only 100 BCC.

Then, you take 50% of the total coin (31,780,920 BCC) and give it away to say 1,000 people, each will get 31,780 BCC.

If there were 10 people in the IPO, then each would only have 10 BCC for their investment. That's nothing compared to the 31,780 BCC, and the IPO money would have been better spent elsewhere.
