"Nukie". It's a sort of E.T. ripoff filmed in Africa. Nukie is a disgusting looking annoying alien looking for his friend.
I just tried to watch this film because I'd heard it was one of the worst films ever made. I thought it would be funny, but I couldn't do it, had to stop watching after 10 mins, had a little skip through the rest of it and was almost sick. This film is truly, horrifically awful. EDIT: Here is a picture of Nukie with some of his friends. The costume is even worse in video, they tried to rig the eyes to blink to make it more realistic, but his eyes just sort of twitch halfway closed, and out of sync with each other. It's horrific to watch.
