You say PIN in seal envelope. Does mean you know PIN ? If it mean that, what stop you from withdraw funds after user fill them up in few week or month ?

on the card is your name embossed, so if you go to some place
like a restaurant or store to buy something - they might check the signature
on the back of the card.
If you need the card just for ATM or onlineshopping you will not need
a signature.
I use it myself but I did not sign it, so far no one asked.

receive money to the cards bank account when you sell BTC.
That is what I ment. I dont exchange - I just sell the cards.

you can charge the card by bank transfer from any bank account. You can also
go to the western union agent and he send the bank wire for you if you dont have
a bank account or dont want to use it. Also you can use the card to cash out your
Bitcoins to the cards own bank account.

My first guess...Money Laundering and Fraud. You see anyone can have this card without a KYC process. So you create a dummy name and dummy email address and then fund the card. Then you withdraw it under some other name in some other geography etc. I believe that's why OP has a fees because someone who is looking to do ML etc will be willing to pay this price.

Not for a common user I guess.
