My guess is when the Gox and China effects have faded or leveled off at least and there's a big, fat shiny exchange in the US that functions perfectly. The latter part of the year gets my vote. There's a lot of trauma to put to bed.

If you mean when do we start the run-up towards a new ATH: between July and end of 2014.
If you mean, when do we see the vertex after reaching a new ATH, then I'd say: hopefully early next year. February, maybe.

This is what I mean. Then define when the April or November bubbles "started"?

This is what I mean. Then define when the April or November bubbles "started"? He probably has the last stage pre-ATH in mind, the one that can sometimes look like a short phase of superexponential growth. So for April 2013 that's probably around mid to late January 2013. For the November 2013 high, that'd probably be early October 2013 (the SR crash and bounce)

There has been a lot of talk about the summer. What event do you guys think would happen in the summer? Some integration (of bitpay or something bit related) to a major company like ebay? Mid August is interesting (late summer). I am not sure what I think about that date but I wouldn't rule it out.

I guess it depends on what you consider the start of a bubble to be.
One take is that it starts with the reversal of the downtrend from the previous bubble, i.e. $2 in 2011 or $66 in July 2013.
Another view is that it starts at the point that it seems to go exponential, i.e. Apr 2011, Jan 2013 or last October's Silk Road bust.
I chose the former so I voted that it's already started.
The exponential part is probably still weeks away.

Next bullmarket has already started since yesterday or so. $350 was the golden purchase but $450 is pretty good from a broader perspective, above $1,000 just $100 doesn't look much different. So if you wait to purchase in hope for a lower price, just buy it up dudes and sitback for the next 4 months or so.
