Sometimes you have neighborhoods that do unwanted noises. Could be musical instrument they are trying to learn, DIY constructions or pure noise. Maybe they could have address for tips for less noise.

How does it sound? Similar ideas?

hmmm how to envision such an implementation.

apartment complex.
peoples rental contract deposits are put into bitcoin as an investment. (wallet A) wallet A has an address per tenant.
1% of peoples rent is also put into bitcoin. (wallet B) wallet B has an address per tenant.

then the apartment manager/supervisor/landlord (whomever normally deals with tenant complaints) can take small proportions out of abusive tenants deposits(wallet A) to keep himself to cover costs of dealing with the abusive tenant

and empty the contents of wallet B address for the tenants that are causing abuse. and split it into wallet B addresses of quiet tenants.

now wallet B is already growing due to rent. and every 3 months the tenants get the contents of their addresses. meaning abusive tenants get nothing, and civilised tenants get a 'cashback' for not causing the guy in charge any hassle plus a split of the abusive tenants 1% as a sorry for any disturbance bonus.

an addition to this brain fart is the neighbours closest to the abuse gets the split, rather then everyone in the apartment complex. thus making those directly involved feel more compensated.

Molded earplugs work for anything like that.

I watched a youtube video once,tried to find it for you where this guys neighbors would play mariachi music all day and all night. Felt sorry for the guy,was brutal to watch.

Just remembered another tip would be to grab a "Pink noise generator"!
It combines low and high frequency and helps you sleep.

Worked in a camp for a well and had to find ways to figure out how to get shut eye when some people would be wanting to strum the guitar and drink all night or snore loud enough to shake the walls.

Buy more land, preferably a perfect square lot. Plant plenty of trees. House should be in the middle of the plot. Ideally, the house would sit on a kind of "elevated crater," though I'm sure those partially-underground houses (earth houses, I think they call them) do well to keep the noise out. The more and larger the barriers between you and your neighbors, the better. Maybe if there's a really awesome neighbor, you can create a two-way underground friendship tube which you close off when they move.

One. It close all the windows.
Two. Replace the windows with double glazed windows.

Guys if you don't want to discuss the ops idea why comment at all?

I hate noise pollution and guess I understand his point too well although playing instruments falls not into that category for me. What annoys me are cars that trigger the alarms of 5 cars around my house. Cars made for the sole purpose of making that sound. Also annoying are car alarms running for 8h straight. Here in Chile the police wouldn't do anything about neither of those.

So how about a localized market for stopping noises? People could offer to stop noises for donations by various means and others could donate.

Sure, depending on the grade of anonymity of both parties the offers would also partially be of criminal nature. Another problem would be people taking their neighbors money to stop being noisy which they were just to earn money in the first place. So maybe people would start making pledges to donate to Greenpeace if that car looses its capacity to make noise to make sure they don't fall into this category.

It sounds like you are essentially paying them to not exercise their right to free speech.

If people are making a lot of noise at late hours of the night you should simply ask them to quiet down and they most likely will make less noise.

I do like the idea of giving people an incentive to meet certain standards via bitcoin, just not when "speech" is involved.

I think you should move if you don't like the noise.

Or talk to the neighbor about it. And if they refuse... start recording it, and initiate a legal action to request injunctions against their noisy activity, sue for damages or to seek a noise abatement order against the neighbor.

In most states, the neighbor could be liable from $50 to $100 a day. Much more, if it causes medical/psychological issues, or if it affects the value of your property or interferes with  your ability to rent or sell..

You'll need to be able to prove  using recordings, police reports, and your witness testimony that
* The noise is excessive and disturbing, and
* The neighbor is creating the noise (or e.g. is the landlord and therefore, responsible), and,
* Your enjoyment of your space is affected, and
* You verifiably asked the neighbor to stop the noise on multiple occasions, and they had refused or continued to make the noise.

I think the neighbor has free speech rights in this situation.

If you simply ask them politely to quiet down a little bit then they will probably quiet down.
