Is setting up my s1 as simple as connecting both pci-e cables to it and flipping the switch? I have 2 connected and as soon as I hit the switch, only one fan starts spinning but then stops. The other fan won't start at all  And both miners are flashing green and red.

Make sure your PSU is shorted to stay on, and if it beeps, then it has no internet connection.  If it doesn't, then you should be able to connect to it through the ip adress is has on your computer.

If your pool setting is missing or incorrect, it will not hash, so the fan will not run (as it the temp will stay low, no reason for the fan to turn).  Check if it's hashing through the web gui  (status, Miner Status).  It takes a while to start hashing from a cold start, so be patient.
Read the guides such as https://bitcointalk.org/index.php?topic=355387, it's just a bit more involved than turning the power switch on:)

Good luck
