The dev team didn't answer my request about what is the premine percentage??

it is saved as .txt, but it has conf in name... will not sync :/

Save it as All file! It isn't a .txt file but a .conf file!
If you save it as a .txt file, it will be Honorcoin.conf.txt, that's wrong!
You have to save as All files, and name it Honorcoin.conf
