I'm not sure what your point is.  Why does it matter whether anon implementation is purchased to be added to the coin or built by a developer OP?  At the end of the day there will be an anon coin.  Why is this any different than what DRK and other anon coins are?  It's not, you are just spreading FUD because you are pissed that you didn't buy at 50.

A lot of coins reduce their total coins from the original announcement.  It happens. CAIx and XC are 2 that come off the top of my head and I'm sure there are others.  This doesn't make it a scam. Stop reaching for straws and show me some real proof.

If used BC code there was something like that in later stage BC minig  POS blocks were mined and they had no coin reward
all was thinking that BC will have 100m BC but it ended with 75m because POS mined blocks.
100m was max cap for POW only but POS cutted supply to 75m simple .
