The network tries to produce one block per 10 minutes. It does this by automatically adjusting how difficult it is to produce blocks.

WTF karpeles, someone need give him a lesson

Who will give him a lesson? The Japanese authorities seems to be indifferent to the Mt Gox scam, as very few of their citizens lost their coins. Most of the users were from the US and the EU.
