This is not unique to Atomic, its the same on ALL exchanges.
USD Wire transfers is expensive on ALL exchanges and sites that offer it. If you can find a cheaper example, please share it. i have looked and found nothing to support your statement that Atomic is somehow higher then normal, its similarly priced on other sites that offer those methods transferring USD.
Really the cheapest methods is for a user who wants buy BTC using USD is localbitcoins/local meetup or an ATM. For cashing out to USD, it would still be localbitcoins/local meetup or ATM.
Blame the banks not the exchange for those atomically high USD wire fees.

When i say its irrelevant its because that no one is using Atomic to trade USD and this thread is about VirtaCoin. Its offered but everyone is trading cryptocurrencies there. Its a fact there are very few users who are trading USD on a
US based exchange. It requires being verified, has high costs and it involves banks and their fees.
Exchanges that have the most volume for BTC/USD trades are non-US based. So they able to let their users trade BTC/FIAT pairs freely or less restrictions and without verification (eg: BTC-E, Cryptotrade, Bter) and the are able provide better options of using processors like Okpay, Egopay etc for deposit/withdrawal of USD. Bank wire fees if offered will still be the same or similarly priced as Atomic.
Unfortunately US based sites like Atomic or Cr*ptsy do not have the same freedoms as the rest of the world. There is no way for them to offer those cheaper methods of deposit/withdraw or allow direct trading of USD pairs to unverified users.
