There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

Can you tell me how to calculate the amount of BTC to get 1000 votes?

the first vote is free, the second one is 0.0001BTC, then costs will increase 0.00005BTC per vote progressively.
So the amount of BTC is 25.02495BTC.
This voting system is design anti-hpvote, so the best way is tell others vote for your supporting coin.
