And your point is? Russia is a Federation. It was actually a federation during the Soviet time - Russian Soviet Federative Socialist Republic, or RSFSR - the least known republic in the Soviet Union.

As for constitution, Russian Federation is on a road to strengthening it, which displeases a lot of the Western lobby. §15, for example, says that international obligations, commitments and laws have precedents over Russian national laws. This is detrimental to the country and was, for example, used two years ago by the American transnats to push through a law permitting GMO in Russia. A representative from the American embassy was then present at all Parliamentary hearings, making sure that proper decisions were reached. Russia is well on the way to reverse that trend (anti-GMO laws, that equate GMO to nuclear and chemical waste, that are being passed at the moment are a testament to it). I have a feeling that Russia will say good-bye and good riddance to WTO soon as well.

Too bad obama didn't make the same demands regarding the Benghazi compound, but then again since he called the Libyan president at liar for saying it was a terrorist attack I guess obama didn't have any pull.  And given that he lied about the Benghazi attack and covered up the facts its kind of hard to believe that Russia or putin views his demands with any credibility especially after the obama admin responded to the IRS investigation with the childish lie that the "server ate every email the investigators are interested in". Just to clarify things, the international agreements that you call here as "obligations, commitments and laws" have to be adopted as federal laws to acquire legal force in Russia, so that they become a part of Russia's legal system. And no law can contradict the Constitution at that.

Close range AAMs ("dogfight" missiles) usually use infrared guidance (so they are called heat-seeking missiles), and since they hit the target aircraft engines, these perforations may come as a result of a blown-up engine.

Depending upon which part of the plane this segment is, we can ascertain whether it was a surface-to-air missile or an air-to-air missile. If it was a SAM, then the top portion of the plane will bear no shrapnel damage.
