Here's my question are there any governments mining bitcoin?  That would be interesting to find out. Also how do you know that fifth of the hash rate is pools and not individual miners, or even BFL haha?

You really don't know whose hashrate that ist? It's easy: GHash.IO and/or CEX.io! 
Why do you think their percentage of the network went down? Miners leaving? Nah! I believe they just relocated that hashrate to another address!

Well that would be something.  It would be trying to get around everyone being worried that their hashrate was too high.  Couldn't any entity do that if the "public" got worried their hash rate was too high? 

Do we have any other explanation why Ghash/CEX hash rate went down?  Are miners actually leaving them?

Hell, I think they've been obfuscating their blocks since the beginning of this year if not earlier. It wouldn't take a genius to figure out the mass panic that would ensue if that "magical" 51% barrier is passed... Since ghash.io is making so much easy money off of their own ASICs as well as renting out all the mining power they can to suckers (even more profitable!) they wouldn't have much incentive to mess with the network, I'd think.  Much better to just hide some blocks.

I think it's a LARGE miner that sometimes mines with ghash sometimes somewhere else.  It could however be ghash/cex owned and they are using it to manage their apparent share of the hash power.

1BX5YoLwvqzvVwSrdD4dC32vbouHQn2tuF seemed to have started mining for p2pool. But now still mines and seems to be paying out shares.  I.e. it appears to operate some pooling.

I'm not assuming anything.  These may well be large private miners. 

1B... has made payouts that to another address that looks like it could be shares to miners.  But of course could be something different.

1B... also seems to have p2pool mined previously when it started.  So not really sure if it's a pool miner or a large miner.

I'm not assuming anything.  These may well be large private miners.
