I've signed up and start surfing 30days ago maybe, and today my Cash Balance is 0.04BTC (Ready for cashout), but when I'm hit the cashout button, i must send some amount bitcoin, it says for confirm the BTC account. So in your opinion, it's PAY or SCAM?

It's obviously a scam, there's no such thing as btc account confirmation which cost you 0.03 bitcoin. do not spend your money to them, otherwise you won't see your money again.
