This guy is a scammer, attempted a $195 purchase but never sent me my coins. Then the next day had the nerve to ask me to close my dispute with paypal so he can log in and buy coins so he can send it to me

You need to open an accusation thread with the details in the Scammer section.

When the subject of buying BTC with Paypal comes up, I often remember this:
