According to our AML program verification is needed for every new user wishing to buy cryptocurrency. As for SEPA, there is no chargeback option there, that's true. But anyway there is a risk of fraudulent transactions. For example, the sender can try to cancel a transfer by contacting his bank. We also should see the sender's name to be sure that there is no scam. That's why we need to verify the user first.
