As you can see here PoW cut off was 21600. OP was updated to reflect proper amount

Maybe it's a plot by the Master? 


Slightly more plausible guess would be there's someone trying to sell some off but not affect the price. So rather than dump a huge amount on the exchange at once they're watching the buys and roughly matching them in hopes you'll keep buying them up...?
