Dude, these are freaking cookies and it's hardly unusual for the Southern activist groups to send goodies, usd, dvds and other things to the North hoping that his helps inspire change. I suppose incrementally that it helps but when the population has no guns plus prison camps for anti-state crimes, very few will lead a charge.

“North Korea may face severe food shortage. Therefore, we ask Mongolia to learn possibilities of delivering food aid to North Korea," North Korea's ambassador to Mongolia Hong Gyu said in a statement posted on the official website of the Mongolian president.

This was a protest aimed at a ban against chocolate imposed by the north Korean government. Nobody claimed it was going to help starving people.

There is a story behind it. The choco-pie barter system originated in the Kaesong Industrial Region, where tens of thousands of North Koreans work for their South Korean employers. The South Koreans are not allowed to transfer money directly to their workers. So in order to reward them for overtime.etc they used to give them choco pies and other packaged food, which is hard to obtain in DPRK.

There are many too many people in NK that are hungry. It may not be to the point they are "starving" but it is very bad.
