There are several different reasons. One is the lack of action from the owner. They need to do some promos to attract customers, or to the very least they should bump this thread from time to time. Another reason is that it has a much higher edge than dice.
BTW, it seems the SSL certificate expired a few days ago.

I first learned and played on SatoshiCircle nearly 2 years ago back in Oct 2013, and the current site layout is exactly the same as what I seen back then.
Apart from SatoshiCircle, there are many other sites having a wheel game such as Peerbet, Satoshibet, Fortunejack, etc. You may want to check them one by one to see if they look familiar to you.

this was the first bitcoin site I ever gambled on  Cheesy

It is safe as long as you don't lose your secret URL and you don't leak your secret URL and the site don't disappear. Generally speaking, it is better to keep your bitcoin in your personal wallet than on a gambling site or an exchange.

The 1.76% is correct and up to date. For example in the second circle, you have 8/17 chance to get 2x and 1/17 chance to get 0.7x and so the EV is 8/17*2 + 1/17*0.7 = 98.235% and house edge is 1-98.24% = 1.765%
