An IPO here is when a dev sells coins to people before releasing a wallet. Nxt was the first that I know of, and it made the first people to buy very rich, though everyone thought it was a scam at the time. Since then loads of devs have tried the same thing, and after the IPO the coins often sell for less than the IPO investors paid for them.

Ethereum does not yet even have a completed wallet as far as I know, but they are saying it will be the best wallet ever, and selling millions of dollars worth of coins for it before it's even finished. Clearly loads of people believe the ethereum dev's promises, but loads of other people think it's a scam, or that it cannot live up to the hype.

Ethereum is a marketing gimmick, in my opinion, given that Ether isn't even a currency, instead a "fuel". So essentially a digital IOU.
