In my case I'm going to wait to see what happens but what is clear is that to have a positive feedback he/she have to pay us os many people is going to leave their forum. This is obvious...

I first saw the offer when it was at ~0.001 . Although it was tempting but wasting comfortable in joining due to the owner avoiding escrow even though he/had had offers from respected users "at least one posted on the topic". also the part of "We pay you when we have funds" didn't look reliable.

Most of the newbie campaigns don't use escrows. They probably don't have the money to pay. As they maybe hoping to earn from the campaign and then give a part from earned money to enrollees. Anyway, I don't think he is a scammer.
