It absolutely can! You should RMA it back to EVGA. I've done the same thing with a couple of 750's and they sent me new PS within a couple of days. They have one of the best warranties/support hands down.

I've seen s1's start to go for under $40. some I believe were doing $35 shipped... Don't want to be a thread-crapper but just trying to help on pricing.
