AFAIT that 1 confirmation requirement for bets is only for those with fees below 20k satoshi/KB in size. it should be instant if you send your bets with atleast 20k satoshi/KB

Yep they're still at safe mode it's been like this since a couple of months but there was a time where they removed it for a month or so then put it back to safe mode. We just have to deal with it for now.

I sent a bet with a fee higher than 0.0002BTC but it still take one confirmation to roll. What a slow blockchain and greedy miners.

I agree when there's a probability of  78.9% you'll hit x0.2 expect to lose a lot when betting on this line. Thats why I mostly bet on yellow because red will suck your balance fast after a couple of bets.
