The rest of premine (currently 18,000 CETI) is in giveaway wallet.
PoS seems to be working already, but PoS blocks are not being generated yet, this will hopefully help to balance out the weight.

About the PoS poll i don't think you need to increase the block reward. Here are my objections to that;

#1 it isnt fair to the people that already mined this coin for the last 3 weeks
#2 is isnt fair to the people that already bought coins @ exchanges keeping in there minds that there would be only 10m coins
#3 i think (imho) that a coin with 10m coins would be more profitable then a coin with 100m coins.
