It must be a more random substitution cipher of some sort, or a slightly reduced ASCII character set for the shift. I'm just about fed up with this whole contest, lol. I've gotten close but haven't won ANY of them!

This one does that: http://www.characterfrequencyanalyzer.com/english/Usually, the spaces would be the most frequent character, but it doesn't seem like it should start out with a space (9). Anyway, they might have removed the spaces, or it's a more complex type of encryption.
