BTC-e is very decent used them for well over a year, cheap fees and great performing platform.  Criticism would be sometimes you have to wait a bit on support but they always get things sorted it seems.

I'd suggest BTC-e, one of the biggest four of bitcoin exchange, to trade btc / perfectmoney. You can deposit with perfectmoney to buy BTC, or sell BTC and withdraw your money to your perfectmoney's account.
