The April results for MPEx (http://polimedia.us/trilema/2012/mpoe-rezultate-aprilie-2012/#comment-82627) lists revenue of 60 BTC, so 3 users paid the sign up fee in April.

This is an incorrect way to gauge the amount of users.

The point of MPEX is to have a larger party (a separate exchange, broker, etc) to pay the 20 BTC and then charge people wishing to buy a percentage.

One exchange could pay 20 BTC and have 100 traders behind it, the income would still be 20 BTC regardless of how many people trade behind it.
