The code works properly on that site, so my guess is that there's something in the code which causes it to run differently on different php versions or platforms. I recommend you add a link to that site to the provably fair page.

I think the difference is caused by rand behaving differently on Windows and Linux. Most provably fair systems use hashes, or use different PRNGs such as mt_rand which behave the same on different platforms.

As mentally1111 states, it should also be possible to change the client seed, as otherwise - while I think it's unfair of him to accuse you of anything - it would be theoretically possible for your code to generate server seeds which provide a particular desired roll.
