I haven't had a good success rate with open box video cards.  They are sure cheap... but I'm disappointed in NewEgg's quality control.  I've had 4 cards in the row that non usable out of the box.  One was a simple fan cable was loose and the fan was hitting it, I fixed that.

The next one: fan was warped, won't spin (hits case).
Next: computer won't POST with it.
Next: fan won't spin beyond 1%, causing massive overheating issue.  GPUZ and MSIAfterburner show the RPM as nill. 

Not a happy camper.

I agree with you, Newegg Openbox is hit / miss. I prefer ebay for used items since the condition of the items are advertised in advance.
