I am pretty sure you are talking about your "activity" rather than "post count".

In short, your activity will be capped at 42 until you make a post in the next period that starts at 09:53:20 UTC tomorrow.

Post count should update as you post but the Activity count updates every two weeks.

Profile > Forum Profile Information > Show post count by posts: select it and press Change profile.

Yup if what you want is only to get the highest possible level of activity.

What you're talking about is activity, not post count, your activity increases only every 14 days.
