Is there actually a human supervising things at this exchange, or is it abandoned and will run until something fails?

Their http://bitcoincharts.com/markets/bcEUR_trades.html stopped updating days ago (I did some trades yesterday and they don't show there), their support by E-mail doesn't answer, although I mailed them twice this month.

I wonder is it safe to put any money in this exchange any more?

I just withdrawn all my money through Bitcoin (bought at a loss - for more then I sold them there) from there yesterday until situation is cleared up.

I won't put any money into an exchange which can't even keep their bitcoincharts feed working - it means they're hardly serious.

The operartor of Bitcoin-Central also is the current owner and operator of InstaWallet and PayTunia.

Bitcoin-Central was one of the earliest exchanges.  There had been times where service was not good, including the scenario you are reporting -- withdrawal requests not being honored in a timely manner.  Eventually in those instances things did clear, but not without funds being unavailable for extended periods of time.
