I think if/when Storj or MaidSafe are ready and become popular, a physical decentralization of infrastructure (i.e. meshnets) will become less important, as all data would be encrypted anyway, and net neutrality would be there "out of the box". Classical ISPs will have to adapt to the new scenario as to not lose customers, or they would vanish.
Divide et Impera remains relevant within that scenario however.
The concept refers to a strategy that breaks up existing power structures and prevents smaller power groups from linking up.
