No, they are not. The extenders are brand new from the factory.

Currently out of 1X-16X extenders, working to secure a new supplier for those as they are very useful for mining.

You don't have to cut it - takes too long. It takes a few seconds with a soldering iron by melting the plastic.

The easiest way is to use a ready-made 1X-16X extender. It also protects the rest of the PCIe-connector on the GPU card.

Is it safe to have 4 cards hooked up to a board using these?  With it screw up the board with all the power its sucking or will everything be okay?

The majority of the power to the GPU cards comes directly from the PSU. Get a good PSU with enough PCI express power connectors and you are good to go for most cards. However, some cards require extra power over the PCI-e slot (from the motherboard). That's where you might get into trouble.

The 16x extenders are now available for shipping from my US warehouse. This should speed things up considerably for my US customers.
