 No, they are not. The extenders are brand new from the factory. |

 You don't have to cut it - takes too long. It takes a few seconds with a soldering iron by melting the plastic. |

 The easiest way is to use a ready-made 1X-16X extender. It also protects the rest of the PCIe-connector on the GPU card. |

 Is it safe to have 4 cards hooked up to a board using these?  With it screw up the board with all the power its sucking or will everything be okay? |

 The majority of the power to the GPU cards comes directly from the PSU. Get a good PSU with enough PCI express power connectors and you are good to go for most cards. However, some cards require extra power over the PCI-e slot (from the motherboard). That's where you might get into trouble. |
